The Contract Administrator – Construction Project Contract Management role within Hill International focuses on managing and overseeing contract administration functions across large-scale construction and engineering projects in Riyadh, Saudi Arabia. The Contract Administrator serves as an in-house contractual advisor to project teams, ensuring proper interpretation, implementation, and compliance with complex contractual terms and conditions across project lifecycles. The role requires extensive expertise in contract law, contract drafting, negotiation, and administration within multidisciplinary construction environments. The position is responsible for managing complex contractual agreements in both Arabic and English, ensuring contractual clarity, regulatory compliance, and protection of the organization’s commercial and contractual interests. The role supports contract formation and contract management processes across construction projects, reviewing commercial components during all project phases including planning, procurement, execution, and project closeout. The Contract Administrator provides expert contractual advice on dispute resolution, change order negotiation, risk mitigation strategies, and contract interpretation to support effective project delivery. The position requires strong technical and administrative knowledge of engineering and construction industry contracting practices including government procurement regulations, commercial procurement regulations, project policies, procedures, and operational work practices. The role involves maintaining oversight of prime contract management and subcontract formation processes, including contract documentation, field procedures, and office documentation related to multi-disciplinary construction projects. The Contract Administrator collaborates with cross-functional teams including engineering, procurement, project management, and legal stakeholders to resolve contractual challenges, ensure contractual compliance, and deliver practical solutions to complex contractual issues encountered during project execution.

Key responsibilities
- Maintain functional responsibility for contract administration activities across large-scale construction projects by serving as an in-house contractual consultant supporting project teams and management with contractual guidance.
- Manage and interpret complex contractual terms and conditions in both Arabic and English ensuring clarity, accuracy, and compliance with contractual obligations throughout the project lifecycle.
- Act as a contractual advisor on dispute resolution matters and client-related contractual issues by providing expert interpretation of contract provisions and recommending appropriate resolution strategies.
- Support project teams and other departments with contract formation, contract drafting, and contract management services to ensure contracts are properly structured and aligned with project objectives.
- Review commercial components of construction contracts across all project phases including planning, procurement, execution, and project closeout to ensure contractual compliance and financial accuracy.
- Serve as a key contractual resource within multidisciplinary project teams by providing practical solutions to complex contractual challenges and guiding stakeholders on contract interpretation and compliance requirements.
- Provide guidance to project teams on contractual interpretation, risk awareness, and compliance with government and commercial procurement regulations applicable to construction projects.
- Oversee prime contract administration and subcontract formation processes including review of contract documentation, contract execution procedures, field documentation, and office procedures related to multi-disciplinary construction project operations.
Experience & skills
- Hold a Bachelor’s degree in Engineering from an accredited university providing foundational knowledge of engineering principles and construction project management environments.
- Possess a minimum of twenty years of professional experience in contract management with overall responsibility for contract administration across large-scale construction or infrastructure projects.
- Demonstrate strong expertise in engineering and construction industry contracting practices including government procurement regulations, commercial procurement regulations, and industry contracting procedures.
- Demonstrate proven experience in pricing analysis, contract law application, contract drafting, contract administration, and negotiation of change orders within complex construction contracts.
- Demonstrate comprehensive knowledge of prime contract management and subcontract formation processes including contract documentation, execution procedures, field documentation, and office administration practices for multi-disciplinary construction projects.
- Demonstrate experience providing contractual guidance related to dispute resolution, contract interpretation, and risk mitigation strategies within construction project environments.
- Demonstrate strong planning and scheduling knowledge related to construction project operations and contract performance monitoring.
- Demonstrate excellent verbal and written communication skills in both Arabic and English enabling effective contractual negotiation, documentation, and stakeholder communication.
