Job description
The HR Manager β Construction role is based in Dubai, UAE, within a large construction group and is responsible for end-to-end HR operations across the organisation covering both corporate and blue collar employees across UAE and GCC operations. The role reports directly to the HR Director and plays a key role in ensuring consistent HR practices, policy implementation, governance, compliance, and day-to-day operational effectiveness. The position manages the full employee lifecycle including recruitment, onboarding, contracts, performance management, and offboarding while driving talent acquisition, workforce planning, and succession planning in collaboration with business leaders. The HR Manager oversees payroll management, compensation and benefits, and ensures compliance with organisational policies and statutory requirements including UAE labour laws and GCC labour laws. The role handles employee relations including grievances, disciplinary actions, engagement initiatives, and culture initiatives while supporting senior stakeholders on people matters. The position also oversees training and development programs, including effectiveness measurement and ROI tracking. The HR Manager manages administration operations, HR systems including Oracle HRMS and HRIS, reporting, and employee records while ensuring governance and policy compliance. The role includes supporting policy development, providing HR advisory to stakeholders, and managing HR administration across construction operations. The position requires experience within the construction or related industry environment, strong knowledge of HR operations, employee relations, compensation and benefits, labour laws, and proficiency in MS Office including Excel, PowerPoint, and Visio.

- Manage payroll operations, compensation and benefits administration, and ensure compliance with organisational policies and statutory requirements
- Handle employee relations matters including grievances, disciplinary actions, engagement initiatives, and culture development programs
- Oversee training and development programs including tracking effectiveness, ROI measurement, and implementation across the organisation
- Manage administration operations including HR systems such as Oracle HRMS, HRIS, reporting, and employee records management
- Ensure compliance with UAE and GCC labour laws, support HR policy development, and provide HR advisory to senior stakeholders
- Support HR governance, operational effectiveness, and consistent HR practices across construction business operations
Experience & skills
- Hold Bachelorβs degree in Human Resources or related field with HR certifications such as CIPD or CHRP considered advantageous
- Demonstrate minimum 5 years of experience in an HR Manager role within the UAE managing end-to-end HR operations
- Demonstrate prior experience within construction or related industry managing corporate and blue collar workforce environments
- Demonstrate strong knowledge of HR operations including employee lifecycle management, recruitment, onboarding, performance management, and offboarding
- Demonstrate expertise in employee relations including grievance handling, disciplinary actions, engagement initiatives, and culture development
- Demonstrate experience managing payroll, compensation and benefits, and statutory compliance requirements
- Demonstrate strong knowledge of UAE labour laws and GCC labour laws including compliance and governance requirements
- Demonstrate experience working with HR systems including Oracle HRMS, HRIS platforms, and HR reporting tools
- Demonstrate proficiency in Microsoft Office including MS Excel, PowerPoint, and Visio for reporting and HR operational management
