Job description
The Senior Manager – Metering is responsible for the end-to-end management, reliability, and strategic development of metering systems across The Red Sea Utilities Company’s off-grid utility infrastructure. The role oversees smart and conventional metering operations for electricity, water, and related services, ensuring regulatory compliance, operational excellence, and seamless integration with enterprise systems. The incumbent will lead Advanced Metering Infrastructure (AMI) deployment, manage MDMS and HES integrations, and drive innovation to enhance data accuracy, operational efficiency, and customer service outcomes across sustainable utility operations.

Key responsibilities
- Develop and implement the metering strategy and roadmap aligned with corporate objectives and project timelines.
- Lead end-to-end Advanced Metering Infrastructure (AMI) deployment, including technology evaluation, pilot execution, rollout readiness, and performance monitoring.
- Oversee installation, commissioning, configuration, maintenance, calibration, and replacement of utility and smart meters across the customer base.
- Manage meter data flow between HES, MDMS, CIS, and other enterprise systems, ensuring data integrity and system accuracy.
- Establish KPIs for metering operations and utilize consumption data analytics to drive efficiency improvements.
- Develop and implement controls to detect and prevent electricity and water theft or meter tampering.
- Manage firmware update approvals, remote meter reads, alarm responses, connectivity restoration, and work order processes.
- Support engineering teams in mass meter deployment planning, including technical specifications and RFP preparation.
- Develop procurement frameworks and manage vendor relationships for metering equipment and services.
- Identify metering-related risks and implement mitigation strategies in line with enterprise risk management (ERM) policies.
- Lead and develop the metering team, ensuring performance alignment with strategic and operational goals.
- Ensure compliance with safety, environmental, quality, and regulatory standards.
- Prepare functional MIS reports and maintain documentation to support management decision-making.
Experience & skills
- Bachelor’s degree in Electrical, Electronics, Mechanical, Telecommunication Engineering, Information Technology, or related discipline.
- Minimum 8–12 years of experience in electricity and water distribution metering operations and management.
- At least 3–5 years in a project lead or managerial role overseeing metering systems or AMI programs.
- Strong technical knowledge of AMI, MDMS, HES, CIS, and utility data integration processes.
- Deep understanding of field utility operations within off-grid or renewable energy environments preferred.
- Experience in large-scale infrastructure projects and utility system deployments.
- Proven leadership capability with experience managing technical teams and cross-functional stakeholders.
- Strong analytical, problem-solving, and data interpretation skills.
- Knowledge of regulatory compliance frameworks within the utilities sector.
- Strong communication, coordination, and vendor management capabilities.
