Job description
The Senior Procurement Engineer role at RAQ Contracting in Dubai, United Arab Emirates, supports the company’s expansion within the civil contracting sector and involves managing end-to-end procurement activities for civil and steel construction projects. The position requires extensive UAE construction industry experience, strong technical knowledge, commercial acumen, and hands-on expertise in procurement processes. The role focuses on subcontractor sourcing, supplier relationship management, technical and commercial evaluations, preparation of comparison sheets and procurement reports, and leading negotiations to achieve optimal commercial terms. The Senior Procurement Engineer coordinates closely with project managers, engineers, and planning teams to align procurement activities with project schedules, ensures timely issuance of purchase orders and subcontract agreements, monitors supplier and subcontractor performance throughout the project lifecycle, and maintains full compliance with company procurement policies, contractual obligations, and applicable industry regulations while delivering cost-effective, timely, and quality-assured procurement outcomes.

Key responsibilities
- Manage end-to-end procurement activities for civil and steel construction projects
- Identify, prequalify, and evaluate subcontractors and suppliers based on technical capability, quality, cost, and delivery performance
- Conduct detailed technical and commercial evaluations of subcontractor and supplier offers
- Prepare comparison sheets, procurement reports, and recommendations for management approval
- Lead negotiations with subcontractors and suppliers to achieve optimal commercial terms and conditions
- Coordinate with project managers, engineers, and planning teams to align procurement requirements with project schedules
- Ensure timely issuance of purchase orders and subcontract agreements
- Monitor and evaluate supplier and subcontractor performance throughout the project lifecycle
- Ensure compliance with company procurement policies, contractual obligations, and applicable industry regulations
- Attend meetings with subcontractors, suppliers, and internal stakeholders as required
- Provide regular updates and reports on procurement status, risks, and cost savings initiatives
Experience & skills
- Hold a Bachelor’s degree in Civil Engineering or a related engineering discipline
- Possess a minimum of 7 years of UAE experience in procurement within civil and steel construction companies
- Demonstrate proven experience as a Procurement Engineer or Senior Procurement Engineer
- Exhibit strong knowledge of procurement processes, subcontract administration, contract law, and supply chain management
- Show hands-on experience managing procurement activities within the UAE construction industry
