The Senior Manager - Policy (Financial Services Regulation & AML/CFT) operates within the Financial Services Regulatory Authority (FSRA) at Abu Dhabi Global Market (ADGM), supporting the development and implementation of policy initiatives that regulate and supervise financial services. The role involves assisting the Director in identifying and implementing policies across multiple domains including Asset Management, New Age Finance such as Fintech, HealthTech, Crypto and Cyber Tech, Traditional Finance including Private Banking, Wealth Management, M&A and Treasury, and Functional Clusters such as Restructuring and Dispute Resolution. The position requires maintaining and updating FSRA Rulebooks, collaborating with Legal teams and operational units, and ensuring effective regulation aligned with international standards. The role includes monitoring regulatory frameworks from authorities such as CBUAE, SCA, and MOF, and engaging with international organizations including OECD, FATF, IMF, World Bank, BCBS, IOSCO, and IAIS. Responsibilities include developing and reviewing prudential, conduct, and AML/CFT policies, managing public consultations on regulatory changes, leading multi-disciplinary policy projects, responding to stakeholder and regulatory queries, and providing policy advice supported by robust analysis. The position also involves representing FSRA in international forums, managing external stakeholder relationships, improving internal policy processes, and ensuring compliance with ADGM information security policies covering confidentiality, integrity, and availability of information. The role demands extensive experience in financial services regulation, deep knowledge of international regulatory frameworks such as Basel, IOSCO, IAIS, and EU frameworks, and expertise in supervising authorised financial institutions.

Key responsibilities
- Assist the Director in identifying and implementing policy initiatives supporting financial services regulation across ADGM
- Develop, review, and maintain policies and FSRA Rulebooks covering prudential, conduct, and AML/CFT areas
- Monitor regulatory frameworks from local authorities including CBUAE, SCA, and MOF and international bodies such as OECD, FATF, IMF, World Bank, BCBS, IOSCO, and IAIS
- Provide high-quality policy advice supported by robust analysis to FSRA leadership and decision-making bodies
- Lead multi-disciplinary project teams on policy initiatives across FSRA and ADGM
- Manage public consultations related to proposed regulatory changes and policy updates
- Engage with external stakeholders including international regulators and market participants
- Respond to policy queries from internal stakeholders, regulatory authorities, and market participants in collaboration with Legal teams
- Review international financial services landscape and propose relevant policy updates
- Represent FSRA in international forums and participate in regulatory discussions and surveys
- Improve and manage internal processes and procedures within the Policy and Legal division
- Ensure compliance with ADGM Information Security policies maintaining confidentiality, integrity, and availability of information
- Support efficient functioning of FSRA and ADGM through additional policy-related responsibilities
- Manage junior team members and provide guidance on policy development activities
Experience & skills
- Hold a Bachelor’s Degree or equivalent qualification
- Possess a minimum of 10+ years of experience in financial services regulation, government bodies, or supranational regulatory organizations
- Demonstrate expertise in policy development related to prudential, conduct, and AML/CFT regulation
- Exhibit strong knowledge of international regulatory frameworks including Basel, IOSCO, IAIS, and EU frameworks
- Demonstrate experience supervising authorised financial institutions and regulatory compliance processes
- Show experience managing public consultations and stakeholder engagement within regulatory environments
- Exhibit ability to lead multi-disciplinary teams and manage complex policy initiatives
- Demonstrate strong analytical skills and ability to provide evidence-based policy recommendations
- Possess fluency in business English with ability to present complex regulatory issues clearly
- Demonstrate experience working independently and exercising judgement in policy prioritization
- Show familiarity with information security policies and regulatory compliance standards
- Demonstrate specialist knowledge in insurance, asset management, or wealth management as a plus
