Job description
The Manager â Surveillance role sits within the Markets Department of the Supervision & Markets Division at the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM). The Markets Department is responsible for the authorisation and supervision of Market Infrastructures and Market Firms across Financial Instruments, Virtual Assets, and Spot Commodities, ensuring alignment with international regulatory standards. This role is a key member of the Markets (Surveillance) team, with primary accountability for monitoring and supervising trading activityâparticularly Spot Virtual Assets and Virtual Asset Derivativesâon Recognised Investment Exchanges and Multilateral Trading Facilities (MTFs) within ADGM. The Manager ensures that markets operate in a fair, orderly, and transparent manner by managing surveillance alerts, investigating potential market abuse cases, and escalating material risks appropriately. Reporting to the Senior Manager â Markets (Surveillance), the role requires close collaboration with internal FSRA divisions, ADGM IT, exchanges, market participants, and system vendors, while contributing to the continuous enhancement of surveillance frameworks, regulatory practices, and capital market oversight standards.

Key responsibilities
- Oversee real-time and end-of-day market monitoring activities across Spot Virtual Assets and Virtual Asset Derivative markets, ensuring surveillance alerts are accurately coded, reviewed, and documented within prescribed timelines.
- Identify, investigate, and manage potential market abuse cases, including insider trading, market manipulation, and other misconduct, ensuring timely escalation and appropriate regulatory response.
- Monitor trading activity to detect instances where markets may not be fully informed, coordinating with FSRA Listing Authority and other stakeholders to address disclosure or transparency concerns.
- Support the Senior Manager in maintaining proactive and risk-based surveillance practices, ensuring issues are escalated professionally and in accordance with regulatory protocols.
- Engage with exchanges, trading platforms, market participants, data providers, and system vendors to ensure effective surveillance coverage and operational integrity.
- Assist in maintaining and enhancing surveillance systems, including issue resolution, scheduled maintenance, system upgrades, user acceptance testing, and management of technical incidents.
- Collaborate closely with Market Supervision colleagues and other internal FSRA teams on supervisory reviews, enforcement referrals, and regulatory assessments.
- Monitor and update operational procedures, internal controls, and risk frameworks to reflect regulatory developments and evolving market practices.
- Contribute to monthly, quarterly, and annual reporting for the Markets Division, providing analysis, insights, and recommendations on surveillance trends and risk exposures.
- Participate in technology implementation and enhancement projects across the FSRA, ensuring surveillance considerations are embedded into system design and development.
- Stay abreast of changes in local and international regulations, including the FSRA Market Infrastructure Rulebook (MIR), Markets Rulebook (MKT), and Code of Market Conduct (CMC), advising management on regulatory impacts.
- Support strategic initiatives to strengthen ADGMâs position as a leading jurisdiction in Virtual Asset, Derivatives, and capital markets surveillance.
- Ensure strict adherence to ADGM information security policies, safeguarding confidentiality, integrity, and availability of regulatory information at all times.
Experience & skills
- Minimum of 8 years of relevant experience in market surveillance, capital markets supervision, or regulatory oversight, with specific exposure to Virtual Asset and Derivative markets.
- Strong understanding of Market Infrastructures including exchanges, clearing houses, trading platforms, settlement facilities, and their operational frameworks at local and international levels.
- Proven experience in surveillance alert investigation, market abuse detection, and regulatory escalation processes within a fast-paced, deadline-driven environment.
- Demonstrated ability to work effectively with IT vendors and internal technology teams, including experience in surveillance system implementation, testing, and maintenance.
- Sound knowledge of capital market regulations and rulebooks, particularly relating to market conduct, transparency, and trading oversight.
- Experience engaging with local and international regulatory bodies and managing relationships with diverse stakeholders.
- Strong analytical, investigative, and problem-solving skills, with the ability to assess complex trading patterns and risk indicators.
- Excellent project management, organizational, and communication skills, with fluency in business English.
- Professional qualification in Finance, Banking, Accounting, Economics, Law, or related discipline preferred; knowledge of FIX feed development and Arabic language proficiency considered advantageous.
