Job description
The Senior Budgeting Specialist at Hill International is responsible for implementing budgeting and financial record-keeping procedures to ensure efficient coordination of various departmental and designated accounts, maintaining accurate information regarding the financial status of the cost center. The role involves following the cost coding system implemented in the program, developing cost centers for each project, and developing coding for all projects' permanent equipment to facilitate handover to the operation team. Key responsibilities include analyzing existing budgets, developing budgets and forecasts, performing cost-benefit analyses, managing cash flow, providing financial advice, and preparing budget reports. The specialist must be informed of the relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International and ensure continued compliance with these requirements. The position requires a Bachelor's or Master's Degree in Accounting or Engineering from an accredited university, with a minimum of 15 years of experience in a related field on national or international major initiatives and developments. Extensive knowledge and experience in project budgeting, managing and prioritizing project budgets, and knowledge of Kingdom financial processes and procedures are essential. The ability to present budgeting plans and requirements to senior management and other government authorities, negotiate with multiple stakeholders to secure budgets for projects, and fluently communicate in Arabic and English with excellent verbal and written communication skills are also required.

- Perform project management tasks, duties, and responsibilities as directed by the Manager, Engineering & Projects Division
- Implement budgeting and financial record-keeping procedures to ensure efficient coordination of various departmental and designated accounts

Experience & skills
