Job description
The Specialist, OS & HNS Response at ADNOC Logistics & Services serves as the subject matter expert for oil spill and hazardous substance response, providing technical expertise across all OSR functions from planning to contractor management. The role includes leading research and benchmarking of international OSR regulations, quality standards, and best practices to support strategy formulation and decision-making at the senior management level. The specialist advises on policy implementation, system controls, and procedures to ensure HSE-compliant, cost-effective emergency response services. Responsibilities include developing and implementing SOPs for all oil spill machinery and operations, providing technical guidance on equipment, materials, and subcontractors, supporting OSR training programs, representing ADNOC at industry conferences, reviewing Tier 1 Emergency Response Plans, and providing on-call support for Tier 2 and 3 emergencies. The position requires 10 years of crisis and emergency experience, preferably in oil & gas, with professional certifications including IMO Level 3, First Aid, Sea Survival, and Fire Fighting.

Key responsibilities
- Lead research, collation, and benchmarking of international OSR regulations, quality standards, and best practices to support strategic decision-making.
- Advise on the implementation of policies, systems, processes, procedures, and controls covering all OSR functions to ensure HSE-compliant and cost-effective emergency response.
- Develop, seek approval, and facilitate implementation of SOPs for all oil spill machinery and operations across ADNOC.
- Provide technical expertise on equipment, materials, and subcontractors to guide department decision-making in line with corporate objectives and market best practices.
- Support design and delivery of OSR training plans to ensure technical fitness and alignment with emergency response standards.
- Represent ADNOC at specialised crisis and emergency fairs and conferences to remain informed of market innovations and developments.
- Review Group Company Assets’ Tier 1 Emergency Response Plans and recommend improvements to enhance preparedness and capabilities.
- Support and counsel OSR teams during emergencies to ensure accurate risk assessment and appropriate disaster relief responses (Tier 2 and 3).
- Remain on-call as per duty roster to respond promptly to Tier 2 and 3 emergencies.
Experience & skills
- Bachelor’s Degree in Marine Engineering, Marine Management, Engineering, or equivalent.
- Minimum 10 years of experience in crisis and emergency response, preferably within the oil & gas industry or maritime logistics.
- Professional accreditation: IMO Level 3 certification.
- Mandatory safety certifications including First Aid, Sea Survival, and Fire Fighting.
- Deep understanding of oil spill response regulations, international maritime safety standards, and HSE compliance requirements.
- Experience in developing, implementing, and reviewing SOPs for oil spill machinery and emergency operations.
- Ability to provide technical advice on OSR equipment, materials, and subcontractor selection.
- Proven experience in risk assessment, emergency planning, and response coordination for Tier 1, 2, and 3 incidents.
- Competence in training design and delivery for OSR teams and emergency preparedness.
- Strong knowledge of contractor management and stakeholder engagement within maritime operations.
- Willingness and ability to remain on-call for emergency responses.
- Ability to analyze trends and support decision-making at senior management level.
