The Airport Quantity Surveyor β Middle East Projects role is a senior commercial and cost-focused position within large-scale aviation infrastructure programmes in Saudi Arabia, delivered under project management consultancy (PMC) environments such as Hill International. The role is responsible for cost estimation, contract administration, procurement support, and financial management across complex airport and infrastructure developments. It requires oversight of Bill of Quantities (BOQ) preparation, quantity evaluation, variation management, and cost control throughout the full project lifecycle. The position involves close coordination with contractors, subcontractors, site managers, and project stakeholders to ensure accurate measurement, validation, and tracking of executed quantities against project BOQs. The Quantity Surveyor is responsible for confirming contractor services, ensuring smooth project execution in line with economic and contractual requirements, and implementing best practices for construction cost efficiency. The role also requires preparing detailed quantity tracking sheets, evaluating released quantities, and maintaining accurate records of project cost data. Strong collaboration is required with both technical and non-technical teams to ensure alignment across construction, procurement, and commercial functions. The role demands the ability to produce clear, concise, and accurate reports for clients and project teams, while maintaining compliance with Quality, Environmental, Safety, and Occupational Health (QESH) policies and procedures. The Quantity Surveyor ensures adherence to contractual obligations and supports procurement processes including tender documentation and post-contract administration. The position requires strong commercial awareness, international project experience (preferably GCC), and the ability to manage complex infrastructure projects under pressure while maintaining high technical and communication standards. It also requires proactive project management capability, strong prioritisation skills, and the ability to deliver accurate cost and quantity assessments in fast-paced aviation development environments.

Key responsibilities
- Prepare, evaluate, and update quantity measurements and ensure accurate alignment with project Bill of Quantities (BOQ) across airport infrastructure works
- Develop and maintain detailed quantity tracking sheets based on project BOQs and executed site measurements
- Coordinate with site managers, contractors, and subcontractors to collect and validate accurate quantity and progress data
- Confirm and manage contractor and subcontractor services to ensure smooth execution of construction works in line with project requirements
- Evaluate released quantities and assess project progress to ensure compliance with contractual and economic plans
- Collaborate with technical and non-technical stakeholders to ensure alignment across project delivery teams and commercial functions
- Prepare detailed and concise reports for clients, consultants, and project stakeholders on quantities, costs, and progress
- Support procurement activities including tender documentation preparation and contract administration processes
- Ensure compliance with Quality, Environmental, Safety, and Occupational Health policies, manuals, and procedures throughout project execution
- Perform additional duties as assigned by the line manager or supervisor in support of project delivery objectives
Experience & skills
- Bachelorβs degree in Quantity Surveying, Engineering, or Cost Engineering from an accredited university
- Minimum 10β15 years of experience in contracts management and quantity surveying on large-scale infrastructure or aviation projects
- Strong experience in BOQ preparation, cost estimation, quantity tracking, and contract administration within PMC environments
- Preferably a chartered member of RICS (MRICS) or holding an MSc qualification in a relevant field
- Proven ability to manage complex infrastructure projects and deliver accurate commercial and quantity assessments under pressure
- Experience providing procurement advice, tender documentation, and post-contract commercial services
- Strong communication skills with ability to prepare detailed reports and liaise effectively with clients and project teams
- Experience working in international environments, preferably within the GCC region
- Strong teamwork, collaboration, and stakeholder management skills across multidisciplinary project teams
- Ability to prioritize workload effectively and deliver within strict deadlines in reactive project environments
