Job description
The Site Project Director leads the successful delivery of the Dubai Auto Marketâ a complex, large-scale infrastructure and building developmentâacting as DP Worldâs primary on-site representative and reporting to the Group Planning & Project Management Department (GPPMD), Group Vice President â Project Portfolio. The role provides strategic oversight and project control, aligns execution with DP Worldâs strategic goals and master development plans, and ensures compliance with GPPMD PMO governance, Delegation of Authority (DoA), ISO-certified processes, and quality standards. Responsibilities include leading high-level decision-making with consultant and contractor teams; maintaining audit readiness through rigorous reporting, risk management, and adherence to approved workflows; updating the Project Portfolio Management System; chairing technical and progress meetings; liaising with authorities (RTA, DEWA, Dubai Municipality, Trakhees, DECCA) to secure permits and approvals; defining and controlling scope, schedule, and cost baselines; monitoring consultant deliverables and contractor execution across enabling works, infrastructure, superstructure, and fit-out; approving method statements, shop drawings, material submittals, and mock-ups; enforcing HSE, QA/QC, and EIA requirements and sustainability targets; reviewing and approving estimates, claims, variations, and invoices; safeguarding DP Worldâs contractual position; coordinating with Project Financial Control for budget adherence; tracking KPIs for cost, schedule, quality, and safety; managing risk registers and change control; and overseeing testing, commissioning, snagging, and handover with complete as-builts, O&M manuals, warranties, and close-out documentation. The role ensures adequate and competent resources across consultants and contractors, fosters collaboration with accountability, and supports knowledge transfer, lessons learned, and continuous improvement across the PMO community.

Key responsibilities
- Represent DP World and GPPMD on-site to achieve project objectives, timelines, and budgets while aligning execution with strategic goals and master development plans
- Provide strategic direction and high-level decision-making for consultant and contractor teams and escalate critical issues to the VP Project Portfolio
- Ensure PMO governance compliance by applying GPPMD standards, templates, procedures, DoA, and ISO-certified processes, maintaining audit readiness
- Maintain up-to-date project information in the Project Portfolio Management System and submit all required PMO reports on agreed timelines
- Chair regular technical and progress meetings to align expectations, resolve conflicts, and drive delivery
- Liaise with authorities (RTA, DEWA, Dubai Municipality, Trakhees, DECCA) to coordinate permits submissions and approvals
- Define and control project scope, schedule, and cost baselines; monitor consultant deliverables for alignment with DP World requirements
- Oversee contractor execution of enabling works, infrastructure, superstructure, and fit-out activities to meet quality and specification
- Review and approve method statements, shop drawings, material submittals, and mock-ups based on consultant recommendations
- Enforce HSE standards, QA/QC strategies, EIA requirements, and sustainability targets; drive proactive safety and risk culture
- Review and approve cost estimates, claims, variations, and invoices; manage disputes and enforce contract terms to protect DP Worldâs interests
- Coordinate with Project Financial Control to ensure adherence to approved budgets and implement cost control measures
- Track and report KPIs (cost, schedule, quality, safety); highlight delays, risks, and mitigations to the VP Project Portfolio
- Maintain complete documentation and a current project record aligned with PMO standards
- Identify, assess, and mitigate risks across design, execution, and external dependencies; supervise change control and approve scope variations
- Manage claims at project level and ensure timely resolution before escalation; maintain risk registers per GPPMD protocols
- Oversee testing, commissioning, snagging, and close-out; ensure delivery of as-builts, O&M manuals, warranties, and handover to End Users
- Ensure consultants and contractors deploy adequate, competent resources; foster collaboration with clear accountability
- Support knowledge transfer, lessons learned, and PMO best practices to build long-term capability and continuous improvement
Experience & skills
- Bachelorâs degree in Civil Engineering or related discipline; advanced project management qualifications preferred (PMP, PgMP or equivalent)
- 15â20 yearsâ experience managing large-scale building, infrastructure, or mixed-use development projects with values exceeding USD 100 million
- Strong knowledge of FIDIC and international forms of contract with proven ability to manage multidisciplinary consultant and contractor teams
- Proficiency with Primavera, Microsoft Project, AutoCAD, MS Office, and Project Portfolio Management systems
- Demonstrated stakeholder management and negotiation capability with clients, contractors, regulators, and internal executives
- Excellent communication, leadership, decision-making, and financial/contractual acumen; fluency in English (Arabic an advantage)
