Job description
Drive the development and implementation of ENOCās technology strategy and enterprise architecture landscape in line with corporate governance, strategy, vision, mission, and objectives; lead the design and implementation of GIT governance and performance management frameworks to enable effective service delivery and manage technology risks and issues; oversee the enterprise architecture practice and standards across ENOC; lead technology strategic investments and priorities, initiatives roadmap, and KPIs across ENOC; lead transformation and change management planning for strategic initiatives; oversee and lead the IT value strategy to align shareholder business vision and objectives and deliver measurable improvements; lead enterprise governance for IT and OT; oversee development and implementation of governance frameworks and obligations, compliance strategies, and management of existing and emerging risks; identify real and potential risks from organizational structure or process changes, new technologies, or new activities and target risk mitigation strategies; lead performance management and financial operations processes for GIT; ensure adherence to SLAās and KPIās monthly and quarterly, identify performance gaps and ramifications, and develop corrective actions that tackle root causes; lead service management, quality, and performance; lead vendor and supplier management; maintain strategic relationships with key business stakeholders to align technology solutions with business strategies and requirements; explore new and emerging technologies to create a vision for how technology will shape the future and enable cutting-edge business solutions; lead development and continuous improvements of the IT operating model and IT manpower needs and plans; review and approve the IT strategy and governance budget; manage and report on IT strategy and governance financial spending; oversee TCO (Total Cost of Ownership) and ROI (Return on Investment) for IT strategy and governance initiatives; formulate workforce planning reports and talent acquisition plans; set performance management objectives for reportees and conduct mid-year and year-end reviews; oversee team productivity to achieve set KPIs and service levels and enhance team membersā knowledge, skills, and performance; manage and resolve team conflicts; build strong relationships and work collaboratively with internal and external stakeholders and customers to achieve objectives; apply industry certifications and frameworks such as CGEIT, COBIT 5, PRINCE2, PMP, and ITIL; leverage experience in Oil and Gas and across Energy, Utilities, Retail, and Government, strategic transformation and major programs, establishing, developing, operating, and governing IT functions, investment portfolio and financial management, and knowledge of supplier products and services.

- Oversee performance management, SLAs, KPIs, and service quality metrics
- Manage vendor relationships and supplier performance for IT services
- Ensure compliance with regulatory, governance, and risk frameworks
- Guide IT financial operations including budgeting, ROI, and TCO analysis
- Oversee workforce planning, performance reviews, and talent development
- Drive adoption of emerging technologies and develop future-state IT visions
- Build strategic partnerships with business stakeholders to align IT and business goals
- Ensure operational excellence in IT service delivery and governance processes
Experience & skills
- Bachelorās degree in Computer Science, Engineering, or Information Systems
- MBA or Masterās degree preferred
- Industry certifications in IT Governance (CGEIT, COBIT 5)
- Project/Program management certifications (PRINCE II, PMP)
- IT Service Management certification (ITIL) preferred
- 15+ years of IT experience with at least 6 years in governance roles
- Experience in Oil and Gas sector required; multi-industry experience preferred
- Proven track record in strategic transformation, IT governance, and financial oversight
- Strong background in risk mitigation, compliance, and supplier management
