Job description
The Digital Business Analyst β AI & Digital Transformation is responsible for translating complex policy objectives into actionable digital requirements and user journeys, leveraging AI-powered tools to accelerate research, workflow mapping, and documentation. The role bridges policy, technology, and AI, supporting the design and implementation of next-generation digital platforms that improve government efficiency and citizen outcomes. This includes collaborating with policymakers, data teams, and digital specialists to identify opportunities for digitization, automation, and AI enablement, mapping existing service delivery processes, co-designing digital-first workflows, analyzing cross-agency integration and interoperability needs, and ensuring compliance with governance frameworks. The position also involves facilitating stakeholder workshops, preparing AI-enhanced documentation, supporting agile delivery cycles, developing test scenarios, conducting UAT, and measuring impact through KPIs and analytics.

Key responsibilities
- Collaborate with policymakers, data teams, and digital specialists to identify opportunities for digitization, automation, and AI enablement in public services
- Translate policy intents, service mandates, and operational rules into structured digital requirements and user journeys
- Use AI-assisted tools such as ChatGPT, Copilot, Notion AI, and Miro AI to draft BRDs, user stories, acceptance criteria, and workflow/process maps
- Analyze cross-agency workflows to identify integration, data-sharing, and interoperability needs aligned with national digital strategies
- Map existing service delivery processes and co-design digital-first workflows to enhance efficiency, transparency, and citizen experience
- Collaborate with data architects and product teams to ensure new systems align with policy outcomes and governance frameworks
- Leverage AI and data tools to uncover insights, model scenarios, and support evidence-based policymaking
- Participate in agile delivery cycles by refining user stories, supporting backlog prioritization, and validating digital features against policy objectives
- Develop test scenarios, conduct user acceptance testing (UAT), and ensure business needs are fully met in delivered products
- Facilitate workshops between policymakers, engineers, and service owners to align digital solutions with strategic goals
- Create AI-enhanced documentation and visual materials to communicate technical concepts to policy audiences
- Support impact measurement through KPIs, policy dashboards, and service performance analytics
- Contribute to change enablement, ensuring policy teams can use and sustain new digital systems
Experience & skills
- Bachelorβs or Masterβs degree in Public Policy, Business, Information Systems, or a related discipline
- 3β6 years of experience as a Business Analyst or Digital Transformation Associate, preferably within government, consulting, or regulated sectors
- Demonstrated experience writing BRDs, workflows, and process documentation
- Experience using AI-powered productivity and analysis tools
- Experience working within Agile or hybrid delivery models
- Strong analytical and systems-thinking mindset to bridge public policy frameworks with digital solution design
- Excellent communication and documentation skills for interfacing between technical and policy stakeholders
