Job description
The Senior Development Manager role sits within a major residential development unit in Riyadh, Saudi Arabia, supporting one of the largest mixed-use programmes that includes residential neighbourhoods, sports facilities, entertainment, arts, and associated infrastructure. The role is responsible for leading the full residential development lifecycle, including apartments, villas, staff accommodation, and mixed-use neighbourhoods from concept stage through to final handover. The position requires management of all development phases including feasibility assessments, business case preparation, design coordination, permitting, preconstruction planning, contractor selection, and construction delivery oversight. It involves navigating structured stage-gate approval processes to ensure alignment with programme strategy and securing necessary approvals. The role requires coordination with design teams, consultants, regulatory authorities, and internal programme teams to ensure consistent and high-quality delivery outcomes across the mega-project environment. Responsibilities include conducting market studies, feasibility analysis, financial modelling, and investment analysis to support decision-making for residential asset development. The role also includes procurement strategy development, consultant management, and negotiation of commercial terms aligned with both client and Mace objectives. Strong governance is required to ensure risk identification, mitigation planning, programme monitoring, and full compliance with regulatory requirements, statutory obligations, environmental standards, and building codes. The position requires preparation and presentation of high-quality reports, dashboards, and executive presentations to senior leadership and external stakeholders using tools such as Primavera, MS Project, and Power BI. The role acts as a client representative ensuring residential assets meet quality, sustainability, and long-term value expectations while working in a fast-paced, complex mega-project environment. Strong analytical, commercial, and leadership capabilities are essential to challenge assumptions, influence decisions, and deliver outcomes in multidisciplinary environments.

- Lead the development of residential assets including apartments, villas, staff accommodation, and mixed-use neighbourhoods from concept design through feasibility, approvals, construction, and handover
- Manage full development lifecycle processes including feasibility studies, business case preparation, design coordination, permitting, preconstruction, and contractor selection
- Drive stage-gate approval processes ensuring alignment with programme strategy and securing required approvals for project progression
- Conduct market research, feasibility analysis, financial modelling, and investment appraisal to support strategic development decisions
- Coordinate multidisciplinary stakeholders including design teams, consultants, authorities, and internal programme teams to ensure delivery alignment
- Develop procurement strategies, manage consultants, and negotiate commercial agreements aligned with project and client objectives
- Monitor and manage project risks including mitigation planning, programme tracking, and compliance with regulatory and statutory requirements
- Ensure compliance with local regulations, environmental standards, building codes, and client governance frameworks
- Prepare and present executive-level reports, dashboards, and presentations using tools such as Primavera, MS Project, and Power BI
- Represent the client in ensuring delivery of high-quality, sustainable residential assets aligned with long-term asset value objectives
Experience & skills
- Bachelor's or master's degree in real estate, architecture, property, or related field with professional accreditation such as RICS or APM
- 10+ years of experience in residential or large-scale mixed-use real estate development across full project lifecycle
- Proven experience delivering multi-asset residential portfolios, preferably in the Middle East or GCC region
- Strong expertise in feasibility analysis, design development, planning approvals, procurement, and project management
- Experience in financial modelling, valuation, appraisal, and investment decision support
- Proficiency in project management tools including Primavera, Microsoft Project, and Power BI
- Strong stakeholder management and communication skills with ability to engage senior leadership and external partners
- Strong analytical and problem-solving skills with ability to challenge assumptions and influence decisions
- Demonstrated commercial acumen in procurement, contract negotiation, and consultant management
- Ability to perform in fast-paced, complex mega-project environments with multidisciplinary coordination responsibilities
