Job description
The Labor & Employment Senior Manager at NEOM is responsible for leading the Labor and Employment Department within the central legal team, reporting directly to the Chief Legal Officer. This strategic leadership role provides expert legal counsel on all employment and labor law matters across NEOMās expanding global footprint, ensuring compliance with Saudi Arabian labor laws while aligning employment practices with international standards. The incumbent advises on hiring, terminations, disciplinary actions, compensation, discrimination, harassment, and workforce mobility. The role also oversees employment litigation, supports investigations involving reputational or compliance risks, and collaborates with HR, Compliance, and Governance teams to embed best practices in people management. As NEOMās legal authority on employment matters, the Senior Manager ensures risk mitigation, drives legal awareness across departments, and develops frameworks that align with NEOMās global vision and regulatory landscape.

Key responsibilities
- Lead the Labor and Employment Department, providing strategic legal guidance across NEOMās operations and subsidiaries.
- Advise on Saudi labor law and international employment law compliance to support NEOMās global workforce initiatives.
- Provide legal input on all employment matters including hiring, terminations, discrimination, harassment, benefits, and restrictive covenants.
- Draft, review, and update employment contracts, policies, and procedural templates in alignment with best practice and regulatory changes.
- Coordinate with external counsel to obtain jurisdiction-specific legal advice when required.
- Conduct horizon scanning to identify new labor laws and regulations across KSA and international jurisdictions impacting NEOMās operations.
- Prepare periodic reports to senior legal leadership on upcoming legal changes and risk implications.
- Advise on complex case management including senior exits, disciplinary actions, and high-impact reputational risk cases such as harassment and discrimination.
- Collaborate with Internal Audit and HR on investigations, ensuring findings are appropriately transitioned, reviewed, and implemented.
- Ensure consistent consequence management for employment breaches and develop lessons learned reports to enhance organizational accountability.
- Provide legal support on corporate structuring, mergers, acquisitions, and employee transfers during organizational transitions.
- Engage with executive leadership (CHRO, CGRCO, DECO) to provide expert counsel on employment risk and compliance strategies.
- Deliver employment law briefings and training sessions to NEOM Legal, HR, and operational stakeholders on topics such as workplace conduct and diversity.
- Develop proactive employment law awareness initiatives and partner with HR and Compliance on company-wide campaigns.
- Manage employment litigation cases and coordinate with external counsel to ensure NEOMās interests are protected.
- Oversee department operations including budgeting, staffing, and policy development to ensure efficiency and alignment with NEOMās strategic goals.
- Promote and uphold NEOMās corporate values, Code of Conduct, and ethical work practices within all employment legal processes.
- Build and maintain strong stakeholder relationships across HR, Governance, Compliance, and external regulators to ensure integrated legal oversight.
Experience & skills
- Bachelorās degree in Law or related field; professional legal accreditation strongly preferred.
- Minimum of 12 yearsā experience providing employment law advice across multiple jurisdictions, including the Middle East.
- Experience gained in private practice with a local or international law firm, combined with in-house counsel experience in a large corporation.
- Strong knowledge of Saudi labor law and working familiarity with employment frameworks in jurisdictions such as UAE, UK, and US.
- Proven experience advising on employment contracts, investigations, grievance handling, and disciplinary procedures.
- Demonstrated ability to manage executive-level stakeholders and negotiate resolutions in sensitive employment matters.
- Strong legal drafting, analytical, and problem-solving capabilities.
- Experience leading employment litigation and managing external counsel relationships.
- Excellent verbal and written communication skills, with the ability to convey complex legal concepts to non-legal stakeholders.
- High-level interpersonal and negotiation skills with a focus on cross-functional collaboration.
