Job description
The Senior Project Manager - Development at AtkinsRéalis, based in Al Ula, Saudi Arabia, is responsible for leading and managing master planning and development projects for Third Party Developers (TPD) in collaboration with the Royal Commission for AlUla (RCU) D&C and associated stakeholders. The role focuses on process coordination, workflow mapping, and issue resolution to ensure smooth interactions across the development ecosystem. The SPM serves as the lead for delivering strategy, master planning, and structured investment information while standardizing processes, toolkits, and communication protocols. The position involves close collaboration with the Regional Development Director, RCU Discipline Departments, and TPDs to track blockages, propose practical resolutions, and ensure investment strategy deliverables are aligned with RCU requirements. The Senior Project Manager is accountable for stakeholder engagement, governance implementation, risk assessment, QAQC monitoring, budget oversight, progress tracking, contract management, and change management, ensuring adherence to RCU compliance, regulations, and safety standards. The role requires deep knowledge of development project master planning, asset types, investor engagement, and regulations, as well as leadership, analytical, and strategic planning skills to deliver high-quality outcomes in complex development environments.

Key responsibilities
- Maintain clear and regular communication with key stakeholders, including Client Management, Third Party Developers, RCU Security, RCU regulatory authorities, and related departments to ensure alignment and progress.
- Facilitate collaboration and relationship management between the Client, RCU stakeholders, and Third Party Developers to achieve mutually agreed outcomes and investment objectives.
- Implement governance and guidelines for compiling investment packages, ensuring deliverables meet Client requirements and RCU standards.
- Develop detailed strategies for investment opportunities in alignment with Client priorities, stakeholder interface protocols, and schedule target Investor engagements.
- Identify potential risks, issues, and escalation points throughout the project lifecycle and propose mitigation strategies in collaboration with RCU Commercial and relevant stakeholders.
- Monitor budgets established by the Client, ensuring project delivery within allocated financial constraints while supporting ROM production for land value assessments.
- Ensure compliance with RCU regulations, including Healthcare, Education, and Residential project standards, safety and security requirements, and legal obligations.
- Oversee quality assurance and control processes (QAQC) for all deliverables to maintain high standards, while minimal design management is handled by Third Party Developers with County Ops managing RIBA stages 2–4.
- Track project progress, prepare status reports, and provide updates to stakeholders to facilitate informed decision-making and issue resolution.
- Support contract management processes by reporting on negotiations between the Client and Third Party Developers, ensuring contracts are drafted and reviewed by appointed consultants.
- Manage change control processes, documenting and communicating any modifications to ensure consistent project delivery and stakeholder alignment.
- Standardize processes, communication protocols, and toolkits for Third Party Developer engagements to ensure consistency, efficiency, and compliance across all projects.
Experience & skills
- Possess a Bachelor’s or Master’s degree in Architecture, Urban Master Planning, or a related field; PMP or advanced project management certifications are advantageous.
- Demonstrate 10+ years of professional experience in project management at development stages, including master planning and engagement with multiple asset types.
- Exhibit in-depth knowledge of development project master planning, investment strategy, RIBA Plan of Works, and various asset types, including regulations, best practices, and emerging trends.
- Demonstrate strong leadership capabilities with the ability to manage and motivate diverse project teams effectively.
- Show proficiency in project management methodologies, tools, and techniques, with a proven track record of successfully delivering complex development projects.
- Possess excellent communication and interpersonal skills for effective interaction with technical and non-technical stakeholders and presentation of project updates.
- Demonstrate strong analytical and problem-solving skills to identify issues, make data-driven decisions, and implement practical solutions.
- Exhibit exceptional time management skills to prioritize tasks, meet deadlines, and handle competing priorities in a fast-paced development environment.
