Job description
The Head of D-End Operations and Strategist at Keeta is a senior leadership role responsible for owning and driving end-to-end D-end operations, with a strong emphasis on fulfillment operations management and delivery operations management under both crowd-sourcing and franchise delivery models. Keeta is the international subsidiary of Meituan, a global delivery giant with over 15 years of technological and operational expertise developed in China, and this role directly supports Keetaās mission to lead the global transformation of food and consumer product delivery. Based in Riyadh, the position plays a critical role in building scalable, efficient, and high-quality delivery operations across international markets, starting from the Middle East. The role combines hands-on operational leadership with high-level strategic responsibility, including fulfillment strategy formulation, delivery strategy execution, and rider management to ensure smooth daily operations and consistent service quality. The position is also accountable for leading new business development initiatives from 0 to 1, supporting Keetaās rapid expansion by designing, launching, and scaling new delivery and fulfillment models. Through deep involvement in cross-departmental resource coordination, data analysis for operational optimization, and continuous improvement of delivery processes, the role ensures operational efficiency while supporting consumers, restaurant partners, and courier partners. As part of Meituanās strategic overseas ventures, this role contributes to global growth initiatives, collaborates with international stakeholders, and helps shape Keetaās long-term operational and strategic direction in a highly competitive, fast-evolving delivery ecosystem.

Key responsibilities
- Own and manage D-end operations management with a focus on fulfillment operations management and delivery operations management under crowd-sourcing and franchise delivery models, providing continuous professional guidance and operational support
- Develop, formulate, and execute comprehensive fulfillment and delivery strategies to ensure high service quality, delivery efficiency, rider stability, and operational scalability
- Lead new business development initiatives from 0 to 1, including the design, launch, and scaling of new D-end business models to drive sustainable growth
- Coordinate and integrate cross-departmental resources to optimize fulfillment workflows, streamline delivery processes, and enhance overall operational efficiency
- Formulate D-end operational strategies while managing riders and delivery teams to ensure smooth, compliant, and reliable delivery operations
- Provide in-depth data analysis support to identify inefficiencies, optimize delivery routes and processes, and continuously improve fulfillment performance
- Participate actively in the development and implementation of new businesses and operational initiatives to enhance overall business competitiveness
- Manage, coach, and develop team members, fostering effective collaboration, performance alignment, and achievement of operational and strategic goals
- Support and promote cross-departmental cooperation to ensure alignment between operations, strategy, and broader business objectives
Experience & skills
- Demonstrated team management experience in leadership roles, with proven ability to recruit, motivate, develop, and retain high-performance teams while supporting organizational development and talent growth
- Hands-on experience in fulfillment and delivery strategy formulation and rider management within crowd-sourcing and franchise delivery models
- Deep and practical understanding of fulfillment and delivery business operations, including direct experience building and scaling new business initiatives from 0 to 1
- Strong capability in strategic planning, logical analysis, and operational structuring, with the ability to deeply analyze complex operational challenges and propose effective, data-driven solutions
- Results-oriented mindset with strong adaptability, resilience, and learning ability, capable of applying cross-industry experience, responding to market uncertainty, and driving innovation within delivery and fulfillment operations
