Job description
The PMC Specialist Construction Engineer role is an offshore oil and gas construction oversight position based in Abu Dhabi supporting ADNOC Offshore projects under a Project Management Consultant (PMC) framework. The role is responsible for supervising and managing offshore construction activities executed by EPC contractors, ensuring full compliance with project specifications, ADNOC standards, HSE requirements, quality assurance and control (QA/QC) requirements, budget constraints, and approved project schedules. The position covers offshore construction scopes including platforms, jackets, topsides, pipelines, subsea structures, hook-up and commissioning (HUC), marine operations, and associated offshore installation activities. The engineer reviews and approves construction methodologies, work packs, lift plans, and marine spread configurations while ensuring safe and efficient execution of offshore works. The role requires monitoring construction progress against approved milestones, identifying potential delays, and supporting recovery and mitigation planning. The engineer participates in progress reporting and construction performance tracking across multiple offshore work fronts. A critical aspect of the role includes strict enforcement of ADNOC HSE policies, life-saving rules, and quality standards, as well as active participation in audits, inspections, and incident investigations. The position also serves as a key interface between ADNOC, PMC teams, EPC contractors, marine warranty surveyors, and third-party stakeholders to resolve technical and construction-related issues. The engineer provides constructability input during engineering and procurement phases, supports offshore logistics planning, and contributes to SIMOPS planning and execution. Additionally, the role supports offshore pre-commissioning, commissioning, and mechanical completion activities, ensuring proper system handover and documentation to operations teams. The position requires extensive offshore construction expertise, strong leadership in contractor management, and deep familiarity with ADNOC standards and major Middle East offshore oil and gas projects.

Key responsibilities
- Oversee offshore construction activities including platforms, jackets, topsides, pipelines, subsea structures, and hook-up and commissioning (HUC) works ensuring compliance with ADNOC standards
- Review and approve construction methodologies, work packs, lift plans, and marine spread arrangements for offshore execution
- Monitor EPC contractor performance against approved project specifications, schedules, milestones, and budget requirements
- Ensure strict adherence to ADNOC HSE policies, life-saving rules, and quality assurance/quality control (QA/QC) requirements
- Identify construction delays and support development of recovery and mitigation plans to maintain project timelines
- Participate in offshore progress meetings and provide accurate construction progress reporting and performance updates
- Act as key interface between ADNOC, PMC teams, EPC contractors, marine warranty surveyors, and third-party stakeholders
- Support offshore commissioning, mechanical completion, and system handover activities including documentation transfer to operations
Experience & skills
- Possess a Bachelor’s Degree in Mechanical, Civil, Structural, or Marine Engineering
- Demonstrate minimum 15+ years of offshore oil & gas construction experience
- Possess 5–8 years of experience in PMC or client-side construction engineering roles
- Demonstrate strong experience in offshore construction activities including jackets, topsides, pipelines, subsea works, or HUC operations
- Demonstrate strong knowledge of offshore construction methods, marine operations, and logistics planning
- Possess strong understanding of ADNOC offshore standards, procedures, and Middle East oil and gas project requirements
- Demonstrate leadership and contractor management experience in large-scale offshore construction projects
- Demonstrate strong communication, reporting, and stakeholder coordination skills in complex project environments
