The Roads & Highways Market Director is a senior leadership role responsible for driving market strategy, business growth, client engagement, and portfolio performance across the Middle East region with focus on transportation infrastructure projects including roads, expressways, interchanges, corridors, and highways. The role involves developing and executing regional market strategies aligned with corporate objectives while identifying emerging opportunities across GCC countries including Saudi Arabia giga-projects and Royal Commissions, UAE mobility initiatives, Qatar expressway upgrades, and Oman transport development programs. The position requires leading client engagement with Ministries of Transport, Public Works Authorities, Royal Commissions, PPP authorities, transport regulators, and private sector developers including design-build contractors. The Market Director will oversee major pursuits, bid strategies, capture planning, pricing strategies, and partnership models including joint ventures, consortiums, and subcontracting. The role also includes managing opportunity pipelines using CRM tools, collaborating with engineering, design, and construction supervision teams, and supporting resource planning and talent acquisition. Financial accountability includes ownership of P&L, sales forecasts, margin performance, commercial risk assessment, and contractual compliance with regional procurement frameworks including FIDIC, RFPs, and PQ processes. The position requires deep technical knowledge in highway geometric design, traffic and transport planning, pavement design, asset management, construction supervision frameworks, and smart mobility technologies including ITS, connected corridors, and sustainable transport initiatives. The Market Director will lead multidisciplinary teams across the region, mentor emerging leaders, foster collaboration, and represent the company at industry forums, government meetings, and transportation conferences while driving strategic growth across transportation infrastructure portfolios.

- Develop and execute regional roads and highways market strategy aligned with corporate objectives while identifying emerging opportunities across GCC markets including Saudi Arabia giga-projects, Royal Commissions, UAE mobility initiatives, Qatar expressway upgrades, and Oman transport development programs to drive sustainable growth and competitive positioning.
- Lead client engagement and relationship management with Ministries of Transport, Public Works Authorities, Royal Commissions, PPP authorities, transport regulators, private developers, and design-build contractors while acting as executive sponsor for key accounts and representing the organization at industry forums and government meetings.
- Drive business development initiatives including leading major pursuits, proposal strategies, capture planning, pricing strategies, partnership development including joint ventures, consortiums, and subcontracting models while maintaining a robust opportunity pipeline using CRM tools.
- Collaborate with multidisciplinary teams including design, engineering, project management, and construction supervision teams to ensure operational alignment, successful project delivery, and client satisfaction across transportation infrastructure programs.
- Oversee financial and commercial performance including ownership of market P&L, sales forecasts, margin performance, commercial risk evaluation, and compliance with regional procurement frameworks and contractual obligations.
- Support resource planning, talent acquisition, and capability development to meet project demands while mentoring emerging market leaders and strengthening regional delivery capabilities.
- Monitor project portfolio performance, drive client satisfaction initiatives, and implement continuous improvement strategies to enhance delivery quality and operational efficiency.
- Provide leadership to cross-country teams, foster collaboration, innovation, and high-performance culture while supporting strategic planning and long-term growth across the roads and highways sector.
Experience & skills
- Possess Bachelor's degree in Civil Engineering or related field with Master's degree in Transportation Engineering, MBA, or related discipline preferred and professional registration such as PE, CEng, or PMP considered advantageous.
- Demonstrate 25+ years of experience in roads, highways, or transportation engineering with extensive exposure to large-scale infrastructure programs including expressways, interchanges, corridors, and mobility initiatives.
- Demonstrate minimum 8–10 years of experience in senior business development, market leadership, or client-facing roles within Middle East transportation infrastructure sector.
- Show proven track record in winning and delivering large-scale infrastructure projects including PPP, Design-Build (DB), and Design-Build-Operate (DBO) delivery models.
- Possess deep technical knowledge in highway geometric design, traffic and transport planning, pavement design, asset management, and construction supervision frameworks.
- Demonstrate familiarity with regional procurement frameworks including FIDIC contracts, RFP processes, prequalification submissions, and tendering methodologies.
- Show understanding of smart mobility technologies including Intelligent Transportation Systems (ITS), connected corridors, and sustainable transport initiatives.
- Demonstrate strong financial acumen including forecasting, pricing strategies, margin analysis, and commercial risk management along with willingness to travel across GCC region and preferred Arabic language capability.
