Job description
The Lead Business Analyst role is a senior-level position responsible for independently leading and managing complex business projects within Cigna Healthcare in Dubai, United Arab Emirates. The role is embedded within the business function and is not an IT Business or Systems Analyst position. It focuses on engaging senior business stakeholders to elicit, define, and document business project scope, workflows, and detailed business requirements for assigned initiatives and new intake items. The role involves documenting requirements within internally approved systems using Scaled Agile Methodology, including composing Epics, and supporting the portfolio and project intake process through scope statements and detailed scope definition. The position acts as a liaison between business units and technology teams to oversee system integration requirements involving legacy platforms and third-party solutions, ensuring clear communication and successful delivery while aligning with enterprise architecture guidelines and regulatory standards. The role requires deep analysis of existing business operations, investigation and evaluation of alternative solutions, and delivery of recommendations that support transacting insurance or financial services operations within the UAE regulatory environment. Responsibilities include close collaboration with IT Business Systems Analysts, participation in system analysis and design sessions as required, leadership of user acceptance testing activities, creation of UAT documentation, defect tracking, coordination with QA teams, and ensuring timely defect remediation. The role demands strong expertise in business process optimization, Agile delivery models, regulatory compliance, and advanced analytical techniques, supported by extensive experience in insurance or financial services environments.

Key responsibilities
- Engage senior business stakeholders to elicit and define business scope, workflows, and detailed business requirements
- Independently lead and manage complex business projects to ensure timely delivery and achievement of project objectives
- Document business requirements and Epics using Scaled Agile Methodology within approved internal systems
- Create scope statements and detailed scope documentation for portfolio and project intake processes
- Oversee system integration requirements involving legacy platforms and third-party solutions by acting as a liaison between business and technology teams
- Analyze current business operations, procedures, and practices to identify gaps and improvement opportunities
- Investigate, evaluate, and recommend alternative business solutions in compliance with regulatory standards and enterprise architecture guidelines
- Collaborate with IT Business Systems Analysts to ensure alignment between business processes and technology solutions
- Participate in system analysis and design sessions when required
- Lead the creation, execution, and oversight of user acceptance testing in collaboration with business stakeholders
- Monitor, track, and report UAT defects and coordinate with QA teams to ensure timely defect resolution
- Support the development of project proposals and business cases
- Apply business process re-engineering and optimization techniques to improve operational efficiency
Experience & skills
- Hold a Bachelor’s degree in Business, Finance, Information Management, or a related discipline
- Master’s degree preferred
- Possess 5–10 years of business analysis experience, preferably within the insurance or financial services sector
- Demonstrate extensive experience analyzing and interpreting business requirements across insurance or financial services operations
- Exhibit in-depth knowledge of the UAE insurance market and regulatory environment
- Demonstrate strong expertise in Scaled Agile Framework and Agile methodologies
- Have proven experience creating UAT documentation and leading user acceptance testing processes
- Demonstrate advanced proficiency in business analysis techniques including process modeling, root cause analysis, data modeling, and traceability
- Exhibit extensive hands-on experience with Jira and Azure DevOps platforms
- Demonstrate advanced proficiency in Microsoft Word, Excel, Project, and Visio
- Six Sigma certification considered an advantage
