Job description
The Deputy Procurement Manager ā Central Procurement (United Arab Emirates) supports the Procurement Manager in executing supply chain management strategies, departmental objectives, and procurement operations by allocating team duties to meet deadlines and ensuring all activities comply with company policies and procedures. The role develops, builds, and executes strategic plans to achieve department goals; engages and collaborates with internal departments on strategic sourcing goals, category strategies, initiatives, and savings targets; communicates initiative updates and savings progress to line managers and senior management; analyzes relevant markets and assesses cost impacts of market events for high-spend commodities and categories; takes overall responsibility for procurement activities per established procedures; conducts negotiations with external suppliers and agents across global providers and influences negotiations with internal project team managers to deliver economically sound outcomes with lowest risk and highest return for Lamprell shareholders; supervises, directs, assists, trains, coordinates, and allocates responsibilities to procurement staff; updates and maintains all procurement-related records and prepares work instructions and guidelines; maintains the LEL Approved Supplier Register; reviews award recommendations and supporting documents, approves purchase orders within authorized limits, and reviews those beyond limits prior to higher-level approval; conducts operational contract negotiations and legal closure with legal and project staff, aligning detailed project implications with senior managers and procurement/project teams to ensure alignment with contracted bids and agreements; ensures compliance with auditing and ethical standards, following Lamprell policies for transparent operations; maintains thorough, auditable, logical records of all correspondence with suppliers and Lamprell managers for due diligence and dispute resolution; ensures timely placement of purchase orders and delivery scheduling per project requirements; coordinates and participates in internal and external audits to ensure compliance with procurement procedures; reviews and manages OSDs, discrepancies, and supplier disputes, preparing reports for management and stakeholders; facilitates compliance with Lamprell Health, Safety, and Environmental policies including inspections and audits; liaises with warehouse management to ensure sufficient material flow; coordinates with accounts payable to expedite or resolve payment/invoicing issues; conducts planned supplier visits to assess capabilities and new products and maintain relationships; develops and maintains a commercially sound supplier base, surveying the market for new and non-traditional sources and assisting with the LEL Approved Supplier List while continuously evaluating supplier performance; coordinates the bid pricing process with Bids & Proposals and Procurement Managers to ensure accurate, timely proposal inputs; prepares master service agreements and framework agreements; and ensures compliance with all applicable Health, Safety, Environment, and Security policies and procedures.

- Ensure timely placement of purchase orders and delivery scheduling per project requirements
- Coordinate and participate in internal and external audits to ensure compliance with procurement procedures
- Review and manage OSDs, discrepancies, and supplier disputes; prepare management and stakeholder reports
- Facilitate compliance with Lamprell HSE policies, including inspections and audits within procurement operations
- Liaise with warehouse management to ensure sufficient material flow to projects
- Coordinate with accounts payable to expedite or resolve payment and invoicing issues
- Conduct planned supplier visits to monitor capabilities, new products, and maintain executive relationships
- Develop and maintain a commercially sound supplier base, including surveying non-traditional sources and evaluating supplier performance
- Coordinate bid pricing with Bids & Proposals and Procurement Managers to ensure accurate, timely proposal inputs
- Prepare master service agreements and framework agreements as required
- Ensure compliance with all applicable Health, Safety, Environment, and Security policies and procedures
Experience & skills
- Minimum 17ā18 years of experience in Oil & Gas Offshore EPCI projects, including 7ā8 years in a supervisory role
- Strong knowledge of Oil & Gas products and the GCC supplier market
- Excellent interface and communication skills applicable to internal and external stakeholders
- Bachelorās degree in Mechanical Engineering (B.E. / B.Tech)
- Demonstrated ability to take overall responsibility for procurement activities and meet deadlines
- Proven negotiation experience with global suppliers and internal project teams to optimize commercial outcomes
- Experience supervising, training, and allocating responsibilities across procurement teams
- Ability to maintain auditable procurement records and ensure compliance with auditing and ethical standards
- Experience coordinating internal and external audits and resolving OSDs, discrepancies, and supplier disputes
- Capability to ensure timely PO placement, delivery scheduling, and effective coordination with warehouse and accounts payable functions
- Experience maintaining approved supplier registers/lists and evaluating supplier performance
- Knowledge of and adherence to HSE and Security policies within procurement operations
