Job description
The Mobility Manager role is a strategic and operational leadership position within a large-scale semi-government organization undergoing a major HR transformation. The role is responsible for refining, operationalizing, and scaling a newly designed Group-wide mobility framework across headquarters and multiple subsidiaries. The position involves transitioning mobility frameworks from design into execution, ensuring consistency, governance, and scalability across a complex organizational structure. The Mobility Manager will oversee internal mobility programs including domestic relocations, cross-entity transfers, short-term assignments (STA), and long-term assignments (LTA). The role requires close collaboration with HR, Legal, Finance, and Risk teams to ensure compliance with employment law, immigration requirements, and data privacy regulations. Additionally, the role involves managing vendor relationships, mobility cost frameworks, and operational workflows to ensure efficient delivery and high-quality employee experience. The position also acts as the functional owner for mobility within Oracle Fusion HCM, supporting system configuration, rollout, adoption, and reporting capabilities. The role requires strong stakeholder management and the ability to drive change across multiple operating companies while delivering scalable and standardized mobility processes.

Key responsibilities
- Own and govern the Group-wide mobility framework across HQ and subsidiaries
- Translate mobility policies into operating models including RACI, decision rights, and escalation pathways
- Drive continuous improvement of mobility policies and manage exception frameworks
- Partner with Legal, Risk, Finance, and HR to ensure regulatory compliance
- Oversee end-to-end internal mobility including STA and LTA assignments
- Operationalise domestic moves, relocations, and cross-entity talent transfers
- Ensure consistency in eligibility, benefits, and approval workflows across entities
- Oversee mobility lifecycle management including validation, costing, approvals, and execution
- Manage mobility budgets, cost frameworks, and vendor rate cards
- Lead vendor governance, SLAs, KPIs, and performance reviews
- Act as functional owner for mobility within Oracle Fusion HCM
- Drive system adoption, reporting, and data governance across operating companies
Experience & skills
- Bachelor’s degree in HR, Business Administration, International Business, or related field
- Minimum 8+ years of experience in Mobility, HR Operations, or HR Transformation
- Experience designing and managing mobility frameworks
- Strong understanding of HR governance and compliance requirements
- Hands-on experience with Oracle Fusion HCM
- Experience working within Group or HQ structures with multiple subsidiaries preferred
- Strong stakeholder management skills
- Experience managing vendor relationships and mobility operations
- Strong analytical and reporting skills
- Ability to operate in complex organizational environments
