Job description
Hill International, a global provider of program, project, and construction management services, is seeking a Senior Contracts Management Engineer (E2) based in Riyadh, Saudi Arabia. The role oversees and supports the full contract lifecycle on large-scale, multi-discipline construction projects, ensuring contracts are drafted, administered, monitored, and executed in compliance with company policies and Kingdom of Saudi Arabia procurement law. The position proactively identifies and mitigates contractual risks, manages claims and change orders, resolves disputes, and collaborates closely with legal, finance, and project management teams to protect commercial and project objectives. The role also drives continuous improvement in contract management practices through performance reporting, regular audits, stakeholder engagement, and strict adherence to quality, environmental, safety, and occupational health policies, manuals, and procedures established by Hill International. The Senior Contracts Management Engineer is responsible for maintaining effective relationships with clients, suppliers, and subcontractors, monitoring deliverables, milestones, and deadlines, and ensuring contract compliance throughout execution while contributing to organizational best practices in contracts management.

Key responsibilities
- Support managing the entire contract lifecycle including drafting, negotiation, implementation, administration, and compliance with company policies and KSA procurement law
- Review and analyze contract terms and conditions to identify contractual risks and propose appropriate mitigation solutions
- Collaborate with legal, finance, and project management teams to ensure contract terms align with commercial, legal, and project objectives
- Develop and maintain relationships with clients, suppliers, and subcontractors to support effective contract execution
- Monitor and track contract deliverables, milestones, and deadlines to ensure timely and compliant completion
- Identify, manage, and resolve contract-related issues, claims, change orders, and disputes efficiently
- Conduct regular contract audits to verify compliance with contractual obligations and internal policies
- Prepare, analyze, and present contract performance reports with recommendations for continuous improvement
- Maintain compliance with Quality, Environmental, Safety, and Occupational Health policies, manuals, and procedures
- Perform additional duties as assigned by the line manager or supervisor
Experience & skills
- Hold a Bachelor degree in Engineering from an accredited university
- Possess a minimum of 15 years of experience in contracts management with overall responsibility on large-scale construction projects
- Demonstrate experience and working knowledge of Kingdom of Saudi Arabia procurement law
- Exhibit proven expertise in pricing, contract law, contract drafting, contract administration, and negotiation of change orders
- Maintain thorough knowledge of prime contracts management, subcontract formation and administration, and execution office and field procedures for multi-discipline construction projects
- Demonstrate excellent verbal and written communication skills in both Arabic and English
