The Manager β Trade Criteria Review & Authorization at ENOC (TG & C business unit) is responsible for ensuring that all petroleum trade activities and trade license applications within the Emirate of Dubai comply with applicable existing, proposed, and new laws, regulations, and guidelines governing petroleum product trading. The role ensures continuous quality maintenance across all trade processes by verifying compliance with licensing requirements for companies engaged in petroleum product trading activities. The position oversees the evaluation of trade license applications referred by regulatory authorities such as the Supreme Energy Council and Licensing Authorities, ensuring adherence to strict regulatory, health, safety, security, and environmental (HSSE) standards related to handling, storage, transport, and distribution of petroleum products. The role involves developing and implementing departmental policies, processes, systems, procedures, and internal controls aligned with company and international standards to ensure effective trade monitoring and compliance governance. It requires managing enterprise risk management processes to identify, assess, and mitigate domain-specific risks associated with petroleum trade authorization and regulatory compliance. The position also includes oversight of Management Information Systems (MIS), KPI frameworks, and performance scorecards to ensure a performance-driven culture within the section. Additionally, the role supports budget development, manpower allocation, operational planning, and cost control to achieve departmental objectives efficiently. The Manager participates in industry conferences and regulatory forums to promote best practices in petroleum trade governance while implementing solutions that optimize operating costs, enhance regulatory compliance, and strengthen business interests. The role maintains key internal relationships with ENOC leadership and operational departments, and external coordination with multiple UAE regulatory and governmental bodies including RTA, Civil Defense, Municipality, Ministry of Economy, Ministry of Energy and Industry, Dubai Police, Dubai Customs, and other authorities overseeing trade and petroleum regulation in Dubai.

Key responsibilities
- Manage the Trade Criteria Review & Authorization section by ensuring all operational objectives are achieved efficiently and cost-effectively while leading manpower allocation, scheduling, and execution of departmental work programs.
- Implement and oversee Human Resources Management systems including recruitment, performance management, reward systems, and learning and development programs to support section objectives and workforce capability development.
- Develop, implement, and continuously improve departmental policies, procedures, systems, standards, and internal controls aligned with company governance frameworks and international petroleum trade compliance standards.
- Prepare and manage operational budgets and manpower plans while monitoring financial utilization, investigating variances, and ensuring effective cost control and resource optimization across the section.
- Develop and implement KPI frameworks and performance scorecards, ensuring alignment with organizational performance objectives and promoting a strong performance-driven culture across the team.
- Oversee enterprise risk management processes by identifying, assessing, and mitigating risks related to petroleum trade monitoring, licensing compliance, and regulatory exposure within the department.
- Prepare Management Information Systems (MIS) reports, compliance reports, and performance updates, ensuring accurate reporting of SLA compliance and escalation of deviations in trade monitoring or ethical standards.
- Engage with internal stakeholders and external regulatory authorities to ensure alignment on petroleum trade licensing standards, participate in industry forums, and implement improvements to trade authorization processes and compliance frameworks.
Experience & skills
- Apply 10β12 years of professional experience with at least 5β6 years in a similar managerial role within petroleum trade monitoring, compliance, or regulatory authorization environments.
- Possess a degree or professional qualification in Petroleum Engineering, with a preferred Masterβs Degree in Petroleum Engineering, Energy, or Management disciplines.
- Demonstrate strong knowledge of petroleum trade laws, regulations, licensing frameworks, and compliance requirements governing petroleum product trading in the UAE.
- Apply managerial and supervisory capabilities to lead teams, manage operational planning, allocate resources, and ensure delivery of departmental objectives.
- Utilize strong analytical thinking and problem-solving skills to evaluate trade license applications and ensure compliance with HSSE, regulatory, and operational standards.
- Demonstrate experience in developing and implementing policies, procedures, internal controls, KPIs, and performance management systems in a regulated environment.
- Exhibit strong understanding of enterprise risk management principles and ability to identify and mitigate regulatory and operational risks in petroleum trading activities.
- Possess strong communication, interpersonal, and stakeholder management skills for coordination with internal departments and multiple UAE governmental and regulatory authorities.
