The Assistant Vice President, Talent Acquisition within the People & Intellectual Capital Group (PICG) at Mashreq is responsible for executing the bank’s recruitment strategy and managing end-to-end talent acquisition operations across the United Arab Emirates, Mashreq Global Network (MGN), and other overseas locations. The role focuses on prospecting, sourcing, evaluating, and hiring talent across multiple levels to meet workforce planning and manpower requirements across the bank’s groups and divisions. The position plays a strategic and operational role in developing and implementing sustainable, efficient, and cost-effective recruitment strategies that align with the bank’s growth objectives and talent acquisition needs. The role includes sourcing candidates using multiple channels including internal e-recruitment infrastructure, external recruitment platforms, and recruitment consultancies while maintaining a strong pipeline and database of qualified candidates globally. The position requires organizing and executing recruitment processes including interviews, assessment centers, candidate evaluation, and background screening procedures including written and verbal reference checks, UAEPNG screening, and other due diligence processes required for external hires. The role involves negotiating employment offers including grade, salary, and benefits for new recruits while balancing the need to attract high-quality talent and maintain internal pay equity across the organization. The Assistant Vice President also contributes to workforce initiatives including Emiratisation hiring programs within the UAE and evaluates alternative staffing models to support flexible and cost-effective staffing for dynamic business areas such as payments and digital banking. The role requires researching and evaluating new recruitment markets and innovative talent acquisition practices, including sustainable recruitment approaches and digitization initiatives aligned with lean methodology principles. The position is responsible for building employer branding initiatives that position Mashreq as a leading employer and ‘best place to work’ while maintaining strong collaboration with business units, People Advisory Business Partners (PABPs), and hiring managers to address business challenges and workforce requirements. The role also includes managing talent acquisition performance metrics by defining, tracking, and reporting recruitment KPIs while supervising talent acquisition teams and contributing to program and project management initiatives related to workforce planning and recruitment transformation within the banking and financial services industry.

- Execute the bank’s talent acquisition strategy by partnering with Groups and Divisions across the UAE, Mashreq Global Network (MGN), and overseas locations to proactively fulfill immediate and future manpower requirements across banking operations
- Design and implement sustainable, efficient, and cost-effective recruitment strategies tailored to specific business units while aligning talent acquisition initiatives with workforce planning requirements and business growth objectives
- Source qualified candidates through internal e-recruitment infrastructure, external recruitment platforms, and recruitment consultancies while maintaining and continuously updating an active global candidate database
- Conduct interviews, organize and execute assessment centers, and evaluate candidates using structured evaluation techniques to assess job suitability, competency alignment, and cultural fit for roles across the organization
- Negotiate employment offers including grade, salary, and benefits packages for new recruits while balancing competitive hiring needs with internal equity, compensation frameworks, and workforce budget considerations
- Support Emiratisation hiring initiatives within the UAE by identifying and attracting Emirati talent while aligning recruitment activities with national workforce development policies and organizational diversity objectives
- Research and evaluate new recruitment markets, sourcing channels, and innovative talent acquisition practices while implementing improvements to existing recruitment processes and exploring alternative staffing models
- Manage end-to-end hiring processes including candidate screening, due diligence procedures, written and verbal reference checks, UAEPNG screening, and other background verification processes required for external recruits
- Lead employer branding initiatives and promote Mashreq as a ‘best place to work’ by supporting recruitment marketing campaigns and strengthening the bank’s reputation among prospective candidates
- Develop, maintain, and report talent acquisition performance metrics including recruitment KPIs while continuously evaluating recruitment effectiveness and implementing improvements to talent acquisition processes
- Collaborate with People Advisory Business Partners (PABPs), hiring managers, and business leaders to address workforce challenges and provide recruitment solutions for difficult-to-fill or strategically important roles
Experience & skills
- Obtain a professional qualification or relevant graduate management qualification that supports expertise in human resources, recruitment, or business management disciplines
- Demonstrate at least 12 years of professional experience in recruitment and human resources roles with both operational and strategic responsibilities in talent acquisition
- Possess strong knowledge of digital technologies and their impact on recruitment processes including digital sourcing channels, e-recruitment systems, and technology-enabled hiring practices
- Demonstrate proven experience designing and implementing recruitment strategies across multiple levels of hiring including leadership, professional, and specialized roles
- Possess strong understanding of banking business operations or financial services industry which supports effective recruitment for specialized banking roles
- Maintain experience evaluating candidates using structured assessment techniques including interviews, competency-based evaluations, and assessment centers to determine job and profile fit
- Possess strong project management and program management experience related to recruitment transformation, workforce initiatives, or talent acquisition process improvements
- Demonstrate knowledge of immigration law and labor law relevant to employment practices in the UAE and international hiring processes
- Demonstrate the ability to supervise and manage talent acquisition teams while achieving recruitment targets and talent acquisition KPIs for the unit
- Possess strong analytical capability to interpret recruitment data, workforce metrics, and talent acquisition performance indicators
- Maintain strong negotiation capability for candidate salary discussions, employment terms, and offer management processes
- Demonstrate experience identifying innovative recruitment solutions for hard-to-fill roles and designing attractive employment offers to secure high-quality candidates
