Job description
The Procurement & Business Support Officer at QCDC is responsible for planning, organizing, and directing procurement and logistics operations to ensure compliance with internal policies and future business needs. This role includes developing comprehensive systems for procurement, performing supplier evaluations, preparing tenders and cost estimates, and conducting market surveys. The officer acts as the focal point for multiple business support functions including finance, health and safety, inventory, warehousing, and office administration. The role requires collaboration with QF Legal and Finance departments to align legal and commercial requirements, negotiating terms with suppliers, ensuring accurate procurement documentation, and overseeing logistics activities, including customs coordination for hazardous materials. Familiarity with Oracle iProcurement and procurement best practices is essential, along with strong interpersonal, negotiation, and analytical skills.

Key responsibilities
- Evaluate and monitor supplier performance, recommending corrective actions and maintaining records.
- Organize and direct procurement and logistics operations in compliance with policies.
- Plan, implement, and maintain procurement and logistics systems for current and future needs.
- Ensure adherence to procurement policies to enhance operational efficiency.
- Develop administrative procedures for procurement aligned with QF guidelines.
- Prepare tenders, requisition orders, scopes of work, and evaluate vendor registration submissions.
- Support end users in procurement activities according to best practices.
- Execute procurement routines including Material Requests (MRs).
- Design tendering strategies based on scope, timing, and budget.
- Conduct technical evaluations with QF Procurement Directorate.
- Compile bidders lists from databases and market surveys.
- Negotiate pricing and terms to reduce costs and safeguard corporate interests.
- Act as focal point for business support functions like finance, HSSE, inventory, and admin.
- Coordinate with QF Legal and Finance to ensure proper legal and commercial alignment.
- Verify quality and accuracy of commercial documents and PO terms before approval.
- Maintain professional relationships with suppliers and stakeholders to support best practices.
- Manage shipment clearance and delivery, coordinating with authorities and complying with customs laws.
- Perform other tasks as assigned by the supervisor.
Experience & skills
- Bachelorās degree in business or related field.
- 2ā5 years of full-time experience in procurement or supply chain management.
- Strong knowledge of procurement and purchasing processes.
- Experience with Oracle iProcurement preferred.
- Proven experience in preparing tender and contract documents.
- Strong planning and forecasting capabilities.
- Excellent interpersonal and negotiation skills.
- Advanced writing and communication skills in English; Arabic is a plus.
- Proficiency in Microsoft Office applications.
