Job description
The Senior Manager â HSE & Fire Safety will be responsible for designing, implementing, and managing comprehensive HSE and fire safety programs for NEOMâs communities and development sites. This critical leadership role ensures regulatory compliance, readiness of emergency response teams, development of fire safety policies, and oversight of tactical fire response capabilities. The role includes 24/7 on-call responsibility for fire-related incidents, leading investigations, enhancing systems and procedures, coordinating with civil defense and contractors, and promoting a culture of safety across all NEOM sectors.

Key responsibilities
- Develop and implement HSE and fire safety policies, procedures, and guidelines.
- Ensure compliance with local, national, and international safety regulations.
- Conduct regular risk assessments and initiate corrective actions.
- Develop training programs and promote safety awareness across stakeholders.
- Maintain and test emergency response systems, equipment, and fire protection tools.
- Coordinate and supervise NEOMâs Community Fire Protection Teams and ensure 24/7 readiness.
- Lead fire and incident investigations and prepare comprehensive reports with recommendations.
- Support community outreach and fire safety awareness campaigns.
- Collaborate with internal and external stakeholders on HSE/fire safety issues.
- Lead the development of system specifications and review technical assessments.
- Monitor HSE/fire safety metrics and initiate continuous improvement measures.
- Oversee inspections, audits, and maintenance of fire systems and safety infrastructure.
- Coordinate emergency drills and manage on-site incident command during emergencies.
- Contribute to HSE-related budget planning and monitor expenditures.
- Support organization structure reviews, sustainability practices, and HR planning.
- Ensure compliance with NEOM's HSE policies and promote a culture of safety and accountability.
Experience & skills
- 10+ yearsâ experience in fire management, HSE, or rescue operations.
- Strong knowledge of fire protection, hazardous material response, and life support equipment.
- Familiarity with Incident Command System (ICS) and disaster recovery planning.
- Proficiency in crisis management and risk analysis techniques.
- Ability to manage conflicting priorities and operate under pressure.
- Strong planning, prioritization, and documentation skills.
- Experience managing teams and ensuring 24/7 emergency readiness.
- Effective communicator with experience handling internal and external stakeholders.
- Bachelor's degree in Occupational Health and Safety, Environmental Science, Fire Safety Engineering, or related field.
- NEBOSH in Fire Safety and Risk Management or equivalent, JOIFF accreditation or equivalent preferred.
