Job description
Based at Transguard Groupās Headquarters in DAFZA (Dubai Airport Freezone), the Senior Manager ā Centre of Excellence leads the blue-collar training functions for an internal workforce of 70,000+ and the external profit centre Centre of Aviation & Security Studies (CASS). The mandate spans end-to-end ownership of high-quality training for new and existing staff while managing P&L and revenue growth, driving business development and customer account management, overseeing daily training operations and trainee administration, ensuring SIRA compliance, and supporting departmental efficiency. The role develops and executes sales strategies and pipeline initiatives; conducts cost-benefit analyses for new internal/external courses; creates and manages budgets for the COE business unit and training centres (CAPEX/OPEX) with investment business cases; and manages external vendor relationships from initial qualification to ongoing performance and value for money. It collaborates with internal business units to identify training needs from organizational objectives, customer feedback and performance gaps; builds a pipeline of new customers and training opportunities; delivers sales presentations; and aligns business development to sales targets. Operationally, it plans, designs and develops programs to maintain and improve job skills and retention; establishes policies and procedures for training centres aligned to organizational standards, laws, regulations and external risk management practices; maximizes course utilization to meet or exceed profitability targets; evaluates trainers and materials and leads refinement and development; manages performance of training teams, administrators, content creation and CASS admins; monitors, evaluates and records training activities and effectiveness for customer reporting; creates digital training records (psychometric, safety, hard and soft skills) for continuous improvement reviews; sets up upskilling and recurrent training strategies; and budgets for classrooms, supplies, transport and facilitators. The role systemizes data flows across three training venues (automatic course scheduling, automated time & attendance, online assessments, learner feedback and data reporting), analyses performance data for systematic improvements, assesses and upgrades processes and infrastructure, conducts global market research to benchmark best practice, and explores AI and technology-based training enhancements to underpin Transguardās continuous improvement strategy. It includes oversight of overseas vendor quality across the value stream with travel to Africa, Pakistan, India and Bangladesh as needed.

- Lead the internal Centre of Excellence and external CASS profit centre to deliver high-quality training for a 70k+ workforce while managing P&L and revenue growth
- Develop and execute sales strategies, pipeline initiatives and business development plans aligned to sales targets
- Conduct cost-benefit analyses for new training courses (internal and external) to evaluate revenue potential and strategic fit
- Create and manage CAPEX and OPEX budgets for COE and training centres and build business cases for future investments
- Oversee external vendor qualification, performance assessment and value-for-money management
- Collaborate with internal business units to identify training needs from objectives, feedback and performance gaps
- Engage external customers, gather requirements and build a pipeline of new customers and training opportunities
- Deliver client sales presentations on training products and portfolios
- Plan, design and develop training programs that improve job skills and retention
- Develop and oversee training centre policies and procedures to ensure compliance with organizational standards, laws and regulations
- Maximize course utilization and translate utilization into targeted profitability
- Evaluate trainers and materials; refine, enhance and develop content and delivery as required
- Manage performance of training teams, administrators, content creators and CASS administrators
- Monitor, evaluate and record training activities, handouts and program effectiveness for customer reporting
- Create digital training records (psychometric, safety, hard/soft skills) and review results with customers for continuous improvement
- Establish upskilling and recurrent training strategies to drive engagement and retention
- Plan budgets and resources for classrooms, supplies, transport and facilitators
- Coordinate with overseas vendors to exceed quality standards across the value stream, including travel to Africa, Pakistan, India and Bangladesh
- Systemize data flows (automatic scheduling, automated T&A, online assessments, learner feedback, data reporting) across three training venues
- Analyze performance data to drive systematic improvements in training delivery and infrastructure
Experience & skills
- Holding a graduate degree (masterās degree or higher preferred)
- Possessing Transguard EPT Level 5 certification
- Demonstrated experience managing budgets and cost-effective operations (P&L experience advantageous)
- Some sales experience (preferable) with ability to build and execute business development strategies
- Strong knowledge of training system processes and supporting technologies
- Experience developing strategy and materials for training courses and implementing training policies and procedures with compliance to organizational standards and regulations
- Proven ability to collaborate with internal and external customers to identify training needs based on objectives, feedback and performance gaps
- Experience conducting training needs assessments via management consultation, interviews, focus groups and client interactions
- Solid background planning, designing and developing training programs for job skill enhancement and career development
- Track record evaluating training materials and developing alternative methods to drive improvements
- Experience monitoring, evaluating and recording training activities and program effectiveness for reporting
- Ability to research industry best practices and innovative training techniques to improve programs
