Job description
Based in Dubai International Academic City within the edara business unit, the Engineer Access, Transport Onboarding & Acceptance supports planning and execution of evaluation and boarding activities for all new network in line with the Yearly Plan, ensuring proper evaluation by participating in the RFP process, design, development, and lab testing, and keeping Network Operations updated with regular progress reports. The role proactively engages in negotiation with key partners when needed; defines, maintains, and updates all processes related to evaluation and boarding of new network to minimize outage risks and post-boarding cost overruns; ensures compliance with regulatory, statutory, and in-company governance requirements; and defines standards of service/SLAās for the unit aligned to business objectives. As Domain Risk Advisor for Service Operations in coordination with security teams, the role coordinates and supports Security Risk Assessments and associated risk management reviews for the entire Service Operations team, evaluates VA Scan reports, and coordinates with planning to mitigate vulnerabilities related to telecom and IT systems. The engineer is responsible for compliance of software upgrade and patching processes for all network nodes and systems, acts as the Service Operations SPOC for Internal Control Observations raised by internal audit teams, and supports administratively and functionally in ad-hoc and regular organizational audits and other projects to improve people, processes, and systems across the company. Qualifications include a minimum Bachelorās degree in computer, electrical, network engineering or IT (telecom equivalent), 10ā15 years of telecommunications/hi-tech industry experience, and knowledge of ISO/TL9000 and ITIL frameworks, with demonstrated capability to lead large transformation projects, manage vendors, apply governance and financial management, and operate in a multi-cultural and multi-national environment, with fluency in English and Arabic as an advantage.

Key responsibilities
- Plan and execute evaluation and boarding activities for all new network according to the Yearly Plan.
- Participate in RFP processes, design reviews, development cycles, and lab testing to ensure proper evaluation of new network.
- Provide regular progress reports to keep Network Operations up to date on onboarding and acceptance status.
- Lead negotiations with key partners when required to support onboarding and acceptance objectives.
- Define, maintain, and continuously improve processes for evaluating and boarding new network to minimize outage risks and post-boarding cost overruns.
- Ensure compliance and adherence to regulatory, statutory, and internal governance requirements across onboarding activities.
- Define and align service standards and SLAās for the unit with business objectives.
- Coordinate and support Security Risk Assessments and related risk management reviews for the entire Service Operations team.
- Act as Domain Risk Advisor for Service Operations in coordination with security teams to embed risk controls in operations.
- Evaluate VA Scan reports and coordinate with planning teams to mitigate vulnerabilities in telecom and IT systems.
- Ensure compliance with software upgrade and patching processes for all network nodes and systems.
- Serve as Service Operations SPOC for Internal Control Observations raised by internal audit teams and drive remediation.
- Support ad-hoc and regular organizational audits and improvement projects to enhance people, processes, and systems.
Experience & skills
- Hold a minimum Bachelorās degree in Computer, Electrical, Network Engineering or IT (telecom equivalent).
- Bring 10ā15 years of experience in the telecommunications/hi-tech industry aligned to access/transport onboarding and acceptance.
- Demonstrate working knowledge of ISO/TL9000 framework and ITIL framework for governance, quality, and service management.
- Show a proven ability to lead large transformation projects and cross-functional teams/groups.
- Exhibit strong negotiation and facilitation skills with a proven track record of managing vendors.
- Demonstrate governance and financial management experience relevant to network onboarding and acceptance.
- Apply analytical thinking, problem solving, and decision making to mitigate risks and improve processes.
- Demonstrate teamwork and cooperation in a multi-cultural and multi-national environment, with fluency in English (Arabic an advantage).
