Job description
The Talent Acquisition Manager (UAEN) is a strategic leadership role responsible for designing and executing a forward-looking, digitally enabled talent acquisition strategy for a sovereign wealth fund operating in global financial markets. Based in Abu Dhabi, this role leads end-to-end hiring across investment and corporate functions, ensuring the organization attracts world-class talent while advancing a strong Emiratization agenda. The position plays a central role in transforming the recruitment function through AI-enabled sourcing tools, predictive analytics, automation, HR chatbots, and data-rich dashboards to enhance quality of hire, reduce cycle times, and optimize candidate experience. The role partners closely with senior leadership, business heads, Finance, Risk, Legal, IT, and HR teams to forecast workforce needs, execute structured manpower plans, and align hiring with long-term investment strategy and approved headcount frameworks. It establishes governance standards for recruitment processes, including compliance with data privacy regulations, non-discrimination standards, audit requirements, and board-level oversight expectations. The Talent Acquisition Manager also defines and oversees governance frameworks for AI in recruitment, ensuring transparency, fairness, accountability, bias monitoring, and continuous recalibration of algorithmic tools. In addition, the role drives employer branding initiatives locally and globally, builds sustainable talent pipelines for UAE Nationals and investment professionals, manages recruitment vendors and executive search firms, oversees recruitment budgets, and supports organization design initiatives such as job structuring and span-of-control optimization. As a people leader, the position develops and mentors the Talent Acquisition team, builds AI literacy, and ensures operational excellence while serving as a trusted advisor to senior stakeholders on market insights, hiring risks, workforce capacity, and long-term capability planning.

Key responsibilities
- Develop and execute an enterprise-wide Talent Acquisition Strategy aligned with long-term workforce planning, investment objectives, and Emiratization commitments.
- Lead the digital transformation of recruitment by implementing AI-enabled screening tools, predictive analytics, automation workflows, and chatbot-driven candidate engagement.
- Drive proactive Emiratization hiring initiatives, building sustainable pipelines for UAE National talent through partnerships with universities, government entities, and scholarship programs.
- Oversee the full recruitment lifecycle including job design, sourcing, structured assessments, interview management, due diligence, offers, onboarding, and post-hire integration.
- Partner with senior leadership and Finance to conduct manpower planning, workforce forecasting, and recruitment budgeting aligned with approved headcount and investment strategies.
- Establish governance frameworks for recruitment processes and AI usage, ensuring transparency, bias monitoring, regulatory compliance, and audit readiness.
- Develop and maintain advanced talent intelligence dashboards covering time-to-fill, cost-per-hire, pipeline analytics, attrition risks, and market compensation insights.
- Manage relationships with executive search firms, recruitment agencies, and technology vendors, ensuring service-level compliance and cost efficiency.
- Support organizational design initiatives including role structuring, span of control analysis, and headcount optimization in line with governance requirements.
- Lead, mentor, and develop the Talent Acquisition team, fostering innovation, service excellence, AI capability, and cross-functional collaboration.
Experience & skills
- Bachelor’s degree in Human Resources, Business Administration, or related discipline; Master’s degree or professional certification (CIPD, SHRM, ATD) preferred.
- 8–12 years of progressive experience in Talent Acquisition, including at least 3 years in a managerial or leadership role.
- Proven experience recruiting direct and indirect investment professionals and corporate functions within regulated financial services environments.
- Experience predominantly gained in-house, ideally within a Sovereign Wealth Fund, asset management company, or investment bank in the UAE.
- Strong track record managing and delivering Emiratization programs in alignment with national KPIs and reporting requirements.
- Hands-on experience implementing AI, automation, and analytics-driven recruitment solutions, including ATS platforms and talent intelligence tools.
- Strong understanding of governance, audit, risk management, data privacy regulations, and compliance standards in recruitment practices.
- Demonstrated capability in workforce planning, manpower budgeting, and organizational design support.
- Exceptional stakeholder management and communication skills, with the ability to advise senior executives on talent market trends and hiring strategies.
- Ability to operate in a high-accountability environment with strong governance oversight and complex, long-term workforce planning requirements.
