Job description
The Impact Evaluation Economist at Strategy&’s Ideation Center in the UAE will support the growth of the evidence and evaluation functional capability. The role involves designing evaluation frameworks, conducting impact assessments of economic policies, programs, and interventions, and applying advanced econometric and statistical techniques to assess causal impacts. Responsibilities include managing data collection and quality, performing cost-benefit analysis, evaluating socioeconomic implications, and providing actionable policy recommendations. The Economist will engage with stakeholders, provide capacity-building to local partners, and contribute to thought leadership outputs such as reports, policy briefs, and papers. The role also includes project management, coaching junior team members, supporting partnerships with knowledge partners, and contributing to marketing and communication plans.

Key responsibilities
- Design evaluation frameworks and methodologies for economic policies, programs, and interventions, selecting appropriate indicators and analytical techniques.
- Conduct impact assessments using experimental and quasi-experimental methods to evaluate effectiveness of interventions.
- Oversee data collection, cleaning, and management for impact evaluations, ensuring quality and completeness of large datasets.
- Apply advanced econometric and statistical methods including regression analysis, instrumental variables, propensity score matching, and difference-in-differences.
- Conduct cost-benefit analysis to evaluate economic efficiency and provide recommendations for resource allocation.
- Assess broader socioeconomic impacts of policies including employment, income distribution, poverty alleviation, and social welfare outcomes.
- Translate research findings into actionable policy recommendations and collaborate with policymakers and stakeholders for evidence-based decision-making.
- Provide technical assistance and training to local partners and stakeholders on impact evaluation methods and interpretation.
- Engage stakeholders throughout evaluation processes to ensure buy-in, data access, and effective implementation.
- Support the development of thought leadership pieces, reports, papers, and policy briefs, tailored for clients and broader audiences.
- Manage projects adopting agile ways of working, coordinate across teams, and maintain effective communications and relationships.
- Coach junior team members and support their professional development, encouraging participation and idea-sharing.
- Develop partnerships with think tanks, universities, and other knowledge partners to strengthen evaluation capabilities.
- Support marketing and communication strategies in partnership with the marketing and communications team.
Experience & skills
- Advanced degree (Masters or Ph.D.) in Economics or related field with focus on econometrics, applied economics, or development economics.
- Minimum 8 years of experience in impact evaluations, econometric research, or relevant policy areas.
- Demonstrated expertise in impact evaluation, cost-benefit analysis, and economic research.
- Experience with advanced analytical tools including natural language processing and geographic information systems (GIS) is highly desirable.
- Previous experience in social impact consulting, international organizations, policy/academic institutions, or think tanks is highly desirable.
- Strong knowledge of economic theory, microeconomics, and macroeconomics.
- Proficiency in alternative impact evaluation methodologies, econometric techniques, and data analytics.
- Strong project management skills and ability to manage multiple stakeholders and priorities.
- Excellent written and verbal communication skills in English; competency in Arabic is preferred.
