Job description
Working on the Owner's side in a PMC capacity, this HSE Manager sets the HSE program that EPC and FEED Contractors are directed to follow. That program takes the form of written procedures and plans, a Project-specific Construction HSE plan, emergency response plans and a behavioral based safety program, all of which you will develop and see through to implementation. Leading a team of Lead HSE Engineers, Sr. HSE Officers and HSE Officers is part of the job. During the EPC phase, attention shifts to design HSE management, HSE input and review, Contractor conformance and firm action on non-compliance. Weekly HSSEQ meetings with Contractors are yours to chair. Expect a strong site presence as well, covering HSE inspections, Toolbox talk meetings, incident investigations using root cause analysis, and QA/QC audits, with PTW, gas testing, H2S and Breathing apparatus all part of daily site work. Owner reporting draws on leading and lagging indicators and HSSE performance statistics, and the end goal is safe handover of the Project to the Owner on time and within budget. The position calls for 20 years in Oil & Gas or Petrochemical, including 5 in the GCC, along with NEBOSH GCriGC, a Diploma in Safety/HSE, and offshore, brownfield and EPC experience, with ADNOC Project Experience preferred.
