Job description
The Contracts Manager (Procurement Senior Manager - Contracts Management) within Dubai Holding Group Services Procurement is responsible for leading the end-to-end contract lifecycle to ensure commercial, legal, and operational compliance while maximizing value and managing risk within a shared services environment. The role leads contract lifecycle management including drafting, negotiation, execution, amendments, renewals, and close-out in line with UAE Law and internal governance, ensuring timely contract mobilisation and structured handover to the business with clear definition of obligations, KPIs, and risk controls, and proactively managing contract expiry, extensions, and termination activities to avoid commercial, operational, or compliance risk. The position includes shared services delivery and offshore contract consultant performance management, leading day-to-day delivery of contract services through an offshore consultant model with capacity planning, workload prioritisation, and adherence to agreed SLAs, setting standards, playbooks, and quality controls to ensure consistent outputs across offshore resources and alignment with onshore expectations, monitoring productivity, turnaround times, and quality metrics, and addressing performance gaps through coaching, feedback, and continuous improvement actions. It enables collaboration between offshore teams, Legal, Procurement, and business stakeholders through escalation paths, communication rhythms, and knowledge transfer. The role owns risk, compliance and data protection oversight by identifying and assessing contractual and third-party risks (commercial, regulatory, operational, and reputational) and defining mitigation strategies with Legal, Risk, and Compliance, ensuring supplier engagements and contracts adhere to data protection and privacy requirements including GDPR, confidentiality obligations, and cross-border data transfer controls, and providing governance oversight through risk reviews, compliance checks, and issue escalation while supporting internal audits and regulatory enquiries. It promotes compliance culture by developing guidance, training, and awareness on contract risk, ethics, and data protection obligations for stakeholders and suppliers. The role partners with Business Partnering to Procurement and functional stakeholders as a trusted point of contact, providing contract insights to support category strategies and annual sourcing plans, supporting sourcing activities with commercial and contractual input including contracting models, term structures, and renewal vs re-tender recommendations, and leveraging contract performance, expiry pipelines, and market intelligence to identify consolidation, value optimization, and sourcing opportunities. It develops and maintains contract dashboards and management information with the Data Analytics Team to provide visibility on performance trends, renewals pipeline, value leakage, and risk hotspots; uses data to drive continuous improvement in contracting approaches, templates, negotiation strategies, and operating model effectiveness; defines and tracks functional KPIs for contract management maturity, efficiency, and value realization; and leads lessons-learned reviews to embed best practices across contracts, categories, and stakeholder groups. Required credentials include a Bachelorās degree in Law, Business, Finance, Procurement or related field with professional certification such as CIPS, IACCM or equivalent preferred, and 7+ years of contract management experience in complex or shared services environments with exposure to high-value contracts under UAE law, expertise in end-to-end contract lifecycle management, experience managing offshore or outsourced contract teams within shared services models, and strong knowledge of risk, compliance, and data protection requirements including GDPR. The role sits within Dubai Holding Group Services, the shared business services arm providing consolidated solutions across procurement, finance, and human capital, supporting a diverse portfolio including Dubai Holding Real Estate, Dubai Holding Entertainment, Dubai Holding Community Management, Dubai Holding Land Estates, Dubai Holding Hospitality, Dubai Holding Investments, and Dubai Holding Asset Management.
