Job description
The Manager – Standards and SOP Development is responsible for creating, developing, and maintaining Qiddiya’s Operations Standards Framework across all transport systems, ensuring full alignment with KSA regulatory requirements and international standards such as EN, ISO, and IEC. The role manages the complete lifecycle of Standard Operating Procedures (SOPs), Work Instructions (WIs), and operational manuals, overseeing drafting, review, approval, and version control to maintain consistency, interoperability, and organizational compliance. This position ensures that SOPs meet requirements from TGA, NCEMA, GDCD, MOT, and other Saudi regulatory authorities while also aligning with QIC corporate policies. The role supports ORAT activities by preparing and validating procedures required for trial operations and service commencement. It collaborates with system suppliers, operators, and maintenance contractors to ensure their operating procedures fully align with Qiddiya’s standards. The Manager maintains a master register ensuring all standards and SOP versions are auditable and up to date, applying strong analytical, organizational, and process development expertise. The role requires cross-functional leadership, stakeholder engagement, document management tools proficiency, and the ability to operate effectively in a fast-paced, high-impact transport environment within one of Saudi Arabia’s most ambitious city developments.
Required skills
Key responsibilities
- Develop and maintain the Operations Standards Framework for all Qiddiya transport systems aligned with KSA regulations and international standards including EN, ISO, and IEC
- Coordinate drafting, review, approval, and control of all SOPs, Work Instructions, and Operational Manuals
- Ensure consistency and interoperability across all transport modes and operations partners
- Ensure SOPs and standards meet requirements from TGA, NCEMA, GDCD, MOT, and other KSA authorities
- Support ORAT activities by preparing and validating procedures for trial operations and service commencement
- Collaborate with system suppliers, operators, and maintenance contractors to align operating procedures with Qiddiya standards
- Maintain a master register of SOPs and standards ensuring currency, approvals, and auditability
Experience & skills
- Bachelor’s degree in Railway Operations or related field; Master’s degree preferred
- 6–8 years of experience in process development, quality assurance, or standards management
- Strong understanding of SOP development methodologies and best practices
- Experience leading cross-functional teams and managing stakeholder relationships
- Excellent analytical, organizational, communication, and presentation skills
- Knowledge of document management and process mapping software tools
- Ability to adapt to shifting priorities and meet deadlines in a fast-paced environment
