Job description
The Senior Specialist – Civil Engineering at AD Ports is responsible for ensuring that all infrastructure designs, submissions, and site works comply with authority requirements, AD Ports standards, and project objectives while supporting construction and delivery teams throughout the project lifecycle. The role serves as the engineering focal point for allocated infrastructure projects, leading and coordinating multidisciplinary design teams, chairing technical workshops, and ensuring timely resolution of technical issues. It involves managing consultants, reviewing and approving design drawings, reports, and calculations, verifying compliance with project briefs, local authority standards, utility requirements, and AD Ports design criteria. The position oversees engineering documentation and correspondence, prepares responses to RFIs, technical queries, and contractual letters, and maintains accurate records of design decisions, approvals, project changes, risks, and lessons learned. Additionally, the role identifies value engineering opportunities, optimizes infrastructure design, supports stakeholder and authority coordination, reviews tender documents, supports contract preparation, and provides engineering support during construction and Design & Build projects. The Senior Specialist ensures the delivery of technically sound and compliant civil engineering solutions while maintaining adherence to schedule and quality standards.

Key responsibilities
- Serve as the engineering focal point for all allocated infrastructure projects and consultancy packages, leading and coordinating multidisciplinary design teams.
- Chair technical and engineering workshops, ensuring timely resolution of technical issues and documented agreements on comment resolutions.
- Draft consultant Scope of Services aligned with project requirements and AD Ports standards, and manage consultant deliverables including design drawings, reports, and calculations.
- Verify compliance of consultant deliverables with project briefs, local authority standards, utility provider requirements, and AD Ports design criteria.
- Prepare and issue engineering responses to RFIs, technical queries, and design clarifications, and draft responses to contractual letters related to engineering issues.
- Maintain accurate engineering records, documenting major design decisions, approvals, project changes, risks, and lessons learned.
- Identify and propose value engineering solutions to optimize infrastructure design, reduce costs, and improve constructability without compromising standards.
- Attend and represent AD Ports in stakeholder, utility, and authority design review meetings, ensuring timely submission and follow-up of consultant packages for approvals.
- Review tender documents produced by consultants, respond to tender queries, verify responses, and incorporate all addenda and clarifications into final contract documents.
- Provide construction phase technical support by resolving site clashes, utility conflicts, and design interpretation issues, reviewing contractor proposals and interim payment applications.
- Manage Design & Build project responsibilities including drafting scope of work, coordinating concept design drawings, conducting tender reviews, responding to technical queries, and supporting D&B execution.
Experience & skills
- Bachelor’s degree in Civil Engineering or a related field; Master’s degree preferred.
- Minimum of 12 years of relevant experience in civil engineering and infrastructure projects.
- Strong knowledge of UAE authority regulations including ADM, TAQA Transmission, TAQA Water Solutions, Etisalat/DU, Abu Dhabi Civil Defense, and KEZAD.
- Proficiency in reviewing and coordinating multidisciplinary engineering packages (roads, utilities, stormwater, wastewater, potable/fire water, power, telecom).
- Demonstrated ability to lead and manage multidisciplinary engineering teams and consultants.
- Experience chairing technical and engineering workshops and resolving complex technical issues.
- Skilled in preparing and reviewing engineering calculations, design drawings, technical reports, and RFIs.
- Ability to identify value engineering opportunities, optimize designs, and ensure compliance with project and authority standards.
- Strong stakeholder management, communication, and coordination skills.
- Proficiency in relevant engineering software and tools.
- Experience supporting tendering, contract preparation, and construction phase engineering activities.
- Ability to manage multiple projects and ensure delivery of technically sound solutions within schedule and quality requirements.
