Job description
The Senior Cost Manager in Turner & Townsendâs Real Estate team in Dubai is responsible for end-to-end cost management service delivery on a wide range of projects including Residential, Commercial, Healthcare, Hospitality, Leisure, and Mixed-Use developments, primarily new build but also fit-out and refurbishment. The role is client-facing, involving estimation, cost planning, production of full Bills of Quantities, tender documentation, and managing procurement processes including pre-qualification, tender queries, analysis, and contractual documents. The position includes post-contract responsibilities such as interim applications, change management, variation valuation, extension of time claims, and negotiation of final accounts. The role requires knowledge and application of FIDIC contracts, interface with clients, contractors, and consultants at all project stages, and leadership of cost management teams where appropriate. Technical expertise in procurement methods, construction industry standards, value management, value engineering, and software tools such as CostX and BIM is required. Prior UAE consultancy experience is essential, along with professional qualifications (MRICS) and a minimum of 7 years of relevant experience.

Key responsibilities
- Perform end-to-end cost management service delivery from pre-contract to handover
- Provide excellent service delivery to clients, gaining trust and enhancing company reputation
- Conduct estimating and cost planning including producing and presenting the final cost plan
- Prepare full Bills of Quantities and tender documentation for various procurement methods
- Manage tendering and procurement, including pre-qualification, tender queries, analysis, and compilation of contractual documents
- Handle post-contract services including interim applications, change management, variation valuation, and extension of time claims
- Work with standard form contracts, preferably FIDIC, and administer contract procedures
- Produce pre-contract, post-contract, and ad-hoc reports and present them to clients
- Negotiate with contractors and agree final accounts
- Interface with clients, contractors, and other consultants at all project stages
- Lead a cost management team where appropriate, ensuring delivery of accountabilities
Experience & skills
- Degree qualified in Quantity Surveying or similar discipline
- MRICS professional qualification
- Minimum of 7 yearsâ experience in similar roles with consultancy background preferred
- Prior UAE experience is essential
- Post-contract cost management experience is essential
- Detailed knowledge of real estate/property sector projects including Residential, Commercial, Healthcare, Hospitality, Leisure, and Mixed-Use developments
- Experience in pre-contract services from feasibility to tendering, including measurement, report writing, and Bills of Quantities preparation
- Experience in procurement methods including single stage, two stage, and design and build
- Experience with FIDIC contracts and administration procedures
- Good knowledge of construction industry technical matters including procurement routes, value management, and value engineering
- Proficiency in CostX and BIM preferred
- Demonstrable client-facing experience with confidence in presenting to clients, consultants, and project stakeholders
- Ability to manage contractors personnel effectively and professionally
