Job description
The Airport Project Controls Manager role within Middle East airport infrastructure projects focuses on overseeing comprehensive project controls functions including planning, scheduling, cost engineering, cost estimating, cost control, financial analysis, risk management, and performance monitoring across large-scale aviation developments. The position is responsible for developing and implementing standards and customized project control systems to ensure effective governance of project performance across cost, schedule, and quality dimensions. It involves leading and supervising multidisciplinary teams including planning and scheduling specialists, cost estimators, cost accountants, financial analysts, and quantity surveyors to ensure integrated project delivery. The role includes oversight and monitoring of project documentation, ensuring accuracy, compliance, and alignment with contractual and governance requirements. A key responsibility is the development and maintenance of risk management frameworks including risk registers and mitigation plans to proactively manage project uncertainties. The position requires strong expertise in engineering, procurement, contracts, construction, and start-up work processes, with full accountability for managing budgets and timelines on large and complex infrastructure projects. It involves establishing project control criteria and systems, ensuring continuous improvement, and supporting talent development and capacity building within project controls teams. The role also ensures compliance with Quality, Environmental, Safety, and Occupational Health policies and procedures as defined by Hill International, while maintaining adherence to international project management standards and best practices in complex airport infrastructure delivery environments.

Key responsibilities
- Develop and implement standardized and customized project control systems for planning, scheduling, cost control, and reporting across airport infrastructure projects.
- Lead and supervise planning and scheduling teams, cost estimators, cost accountants, financial analysts, and quantity surveyors.
- Oversee and manage project documentation, ensuring accuracy, compliance, and proper control of all project records.
- Establish and maintain project risk management systems including risk registers and mitigation action plans.
- Monitor and control project budgets, schedules, and performance against approved baselines for large-scale aviation projects.
- Apply cost engineering, cost estimating, planning, scheduling, and analysis techniques to ensure project efficiency and financial control.
- Ensure compliance with engineering, procurement, contracts, and construction processes across all project phases.
- Support continuous improvement initiatives and contribute to capacity building and talent development within project controls teams.
Experience & skills
- Manage project controls functions including cost, schedule, planning, and risk management on large-scale infrastructure or airport projects.
- Apply advanced knowledge of cost engineering, cost estimating, scheduling, and project planning methodologies.
- Lead multidisciplinary teams including planners, estimators, financial analysts, and quantity surveyors.
- Develop and implement project control systems, standards, and reporting frameworks for complex infrastructure programs.
- Demonstrate strong experience in engineering, procurement, contracts, construction, and project lifecycle management.
- Hold a Bachelor’s degree in Engineering and preferably MRICS certification as a chartered surveyor.
- Manage project budgets, timelines, and risk frameworks with full accountability on large-scale projects.
- Ensure compliance with Quality, Environmental, Safety, and Occupational Health standards and policies.
