Job description
A new 34.5/13.8kV airport substation and a modernised MV network must be built without interrupting airport operations, and this Senior Electrical Engineer leads Hill International's PMC oversight of the EPC/LSTK contractor in the Dammam region. Scope, schedule, cost, quality and safety are managed closely, with weekly and monthly reviews chaired by you. Detailed engineering is reviewed at 60%, 90% and IFC stages against SEC standards, the Saudi Building Code, IEC, IEEE, NFPA and airport requirements. Technical leadership covers 34.5kV and 13.8kV metal-clad switchgear, 30/40MVA and 20/26.6MVA power transformers, automated smart RMUs, underground duct banks and LV systems including UPS integration. ETAP studies for load flow, short circuit, arc flash, harmonics, relay coordination, motor starting and grounding are reviewed and approved, and N-1 redundancy is confirmed. On site, construction of substation buildings, cable installation, utility tunnel works, HDD crossings and earthing is supervised, along with outage planning and switching programmes. FAT and SAT are witnessed, and integrated testing of transformers, switchgear, protection relays, SCADA and communications leads to energization approvals with SEC. Interfaces span Airport Operations, IT, Cybersecurity, SEC, Matarat, National Grid and utility authorities. Expect to bring 15+ years in electrical power infrastructure, 10+ in PM or PMC roles including 5 on airport projects, Saudi Council of Engineers registration and strong skills in ETAP, AutoCAD, Primavera P6 and standards such as TMSS, IEC 62271, IEEE 80 and ICAO Annex 14.
