Job description
The Manager, Property and Assets at Mashreqbank is responsible for overseeing the financial and operational performance of all assets and properties, ensuring efficiency, compliance, and adherence to budget. The role covers property and facility management, vendor performance oversight, cost minimization, and improvement of customer satisfaction. Responsibilities include developing asset management strategies, managing asset transfers and vendor contracts, preparing and monitoring budgets, maintaining asset inventories, implementing facilities management programs, overseeing soft services such as housekeeping and landscaping, and ensuring compliance with safety and environmental regulations. The role also involves project management of upgrades and relocations, insurance management, fire and safety training, energy efficiency initiatives, and developing a Business Continuity Plan. The manager will be accountable for building operations, procurement, SOP approvals, lease negotiations, property reporting, and ensuring best practices across Mashreqbank’s properties. This position requires extensive facilities and engineering management experience, vendor relations expertise, regulatory compliance knowledge, and leadership in mentoring teams.

Key responsibilities
- Develop, implement, and manage an asset management strategy including verification process flows and procedure manuals
- Oversee asset transfer, write-offs, and vendor management for timely service delivery
- Prepare annual budgets for asset management capital works and expenses and monitor expenditure against plan
- Manage inventory of non-technology assets and report to finance and external auditors
- Develop and manage facilities management programs using contracted services and vendors
- Oversee soft services including housekeeping, pest control, and landscaping
- Conduct proactive vendor management including tendering, awarding, and monitoring contracts
- Develop and monitor vendor KPIs for planned and reactive services
- Manage reactive maintenance facility including helpdesk and emergency response
- Project manage relocations and building infrastructure upgrades
- Ensure compliance with risk management, information security, and corporate governance
- Develop and maintain Business Continuity Plan for asset management function
- Plan and manage building upgrades and enhancements through tendering and completion
- Ensure current insurance coverage for staff, assets, and facilities
- Provide fire safety and first aid training for staff and ensure compliance with safety requirements
- Ensure Civil Defence and regulatory certificates are renewed for all premises
- Identify energy-saving opportunities and develop proposals for implementation
- Ensure compliance with operating policies, health, safety, and environmental standards
- Plan and implement property sanitizations and preventive maintenance
- Manage outsourced resources through SLAs and KPIs
- Conduct annual self-audits on all premises
- Resolve customer complaints on service quality and turnaround time
- Coordinate internal and external stakeholders for events and relocations
- Review and approve budgets, SOPs, lease terms, and financial reports
- Negotiate lease agreements and manage leasing agents
- Oversee headquarters business centre, auditorium, and other facilities
- Research and implement new initiatives for building improvements
Experience & skills
- Bachelor degree in Engineering (Civil / Electromechanical) from a recognized university
- Postgraduate degree in management (MBA) preferred
- Minimum 10 years of experience in engineering and facility management
- Knowledge of local regulations and building control authority policies
- Knowledge of local vendors and contractors best practices
- Comprehensive knowledge of building systems
- Practical knowledge of health and safety in the built environment
- Experience in procurement of service contracts and equipment replacement
- Computer skills including Windows, AutoCAD, and MS Project
- Excellent command of spoken and written English
