Job description
The PMO Lead (Project & Programme Management for Mixed-Use Development) at Mace in Muscat, Oman is responsible for leading PMO implementation for a large-scale mixed-use development comprising residential, retail, and public realm infrastructure. The role involves delivering projects to agreed outcomes on time, within budget, and to defined quality standards while providing day-to-day leadership, coordinating stakeholders, managing risks and change, and ensuring delivery against KPIs and internal fee expectations. The PMO Lead oversees a multidisciplinary PMO team including MoHUP and Mace employees and is responsible for portfolio management across consultancy or client environments. The role includes managing and stepping into multiple PMO disciplines such as assurances (Health and Safety (H&S), quality, sustainability, Worker Welfare), commercial functions including procurement, project controls, design and delivery through centralized standards and data validation, as well as knowledge transfer and training, stakeholder management, and communications. The position requires oversight of discipline leads, continuous improvement initiatives, and deliverables issued upstream or externally. The PMO Lead is also responsible for managing the Mace prime contract and delivering client-facing presentations at ministerial level. The role demands expertise in project management, project controls, commercial management, financial oversight, stakeholder engagement, and sustainability, including knowledge of carbon impact analysis on project delivery within property or infrastructure sectors.

Key responsibilities
- Lead PMO implementation and manage portfolio delivery for a mixed-use development project ensuring outcomes are achieved on time, within budget, and quality standards
- Provide day-to-day leadership of PMO teams including MoHUP and Mace employees while coordinating stakeholders and ensuring alignment with KPIs
- Manage project risks, change management processes, and ensure delivery against performance metrics and internal fee expectations
- Oversee and step into PMO disciplines including assurances (Health and Safety (H&S), quality, sustainability, Worker Welfare), commercial procurement, project controls, and design and delivery processes
- Ensure centralized standards, processes, and data validation are maintained across project delivery functions
- Oversee performance and continuous improvement of discipline leads and their teams
- Manage deliverables issued upstream or externally ensuring quality and compliance with project objectives
- Deliver training and knowledge transfer on PMO processes and procedures to wider teams
- Manage the Mace prime contract and ensure contractual obligations are met
- Engage in client-facing activities including presentations at ministerial level and stakeholder communications
Experience & skills
- Hold a Bachelor’s Degree in Civil Engineering
- Demonstrate a minimum of 10 years of relevant experience in project management and PMO leadership
- Exhibit proven expertise in project management and project controls across property or infrastructure sectors
- Possess strong commercial and financial management knowledge including procurement and contract management
- Demonstrate strong stakeholder management and client-facing capabilities including ministerial-level engagement
- Exhibit knowledge of sustainability practices and carbon impact analysis on project delivery
- Demonstrate experience in PMO implementation, portfolio management, and multidisciplinary team leadership
