Job description
The Airport Cost Manager β Aviation Infrastructure Projects role is part of a talent pool supporting Middle East airport and aviation infrastructure developments, requiring strong expertise in cost estimation, budgeting, and commercial management for large-scale airport developments. The position involves overseeing budgeting, cost control, estimating, and reporting processes while implementing and managing cost management software tools and assessing variations in project costs against approved budgets. The role includes evaluating cost estimates submitted by design consultants and contractors, preparing and updating cost forecasts to reflect project changes, verifying that cost estimates and expenditures align with contractual agreements and specifications, and reviewing Bill of Quantities (BOQ) prepared by design consultants and contractors. The Airport Cost Manager validates project control budgets, reviews final cost reports, asset registers, and project close-out documentation, and ensures compliance with contractual requirements for project closeout. The role requires adherence to Hill International QHSE policies, manuals, and procedures, implementing QHSE practices, and collaborating with project teams to address cost-related issues. The position provides expert advice on cost management strategies and contributes to continuous improvement of cost management practices while ensuring compliance with Quality, Environmental, Safety, and Occupational Health policies. The role requires advanced knowledge of engineering, procurement, contracts, construction, and startup work processes, experience performing cost engineering functions including cost estimating, cost control, financial reporting systems, and cost analysis both in field and home office environments, as well as familiarity with FIDIC contracts, mega-project exposure, aviation infrastructure, and international project environments including GCC experience.

Key responsibilities
- Oversee budgeting, cost control, cost estimation, and cost reporting processes across large-scale airport and aviation infrastructure projects while ensuring alignment with approved project budgets and contractual requirements
- Implement and manage cost management software tools, assess variations in project costs, and monitor cost performance against approved budgets and financial forecasts
- Evaluate and review cost estimates submitted by design consultants and contractors, validate cost assumptions, and ensure accuracy of financial projections
- Prepare and update cost forecasts to reflect project scope changes, risk factors, and commercial variations throughout the project lifecycle
- Review Bill of Quantities (BOQ) prepared by consultants and contractors and validate project control budgets, cost estimates, and expenditure tracking
- Review final cost reports, asset registers, and project close-out documentation to ensure compliance with contractual agreements and project deliverables
- Ensure adherence to Hill International QHSE policies, manuals, and procedures and implement Quality, Environmental, Safety, and Occupational Health practices across cost management activities
- Collaborate with project teams, provide expert cost management advice, contribute to continuous improvement initiatives, and perform additional duties assigned by line managers or supervisors
Experience & skills
- Hold a Bachelorβs degree in Engineering from an accredited university with strong technical foundation in engineering and construction practices
- Demonstrate minimum 15 years of experience in cost control and cost engineering roles including experience in similar roles on large-scale infrastructure or aviation projects
- Possess experience performing cost engineering functions including cost estimating, cost control, financial reporting systems, and cost analysis in both field and home office environments
- Demonstrate advanced knowledge of engineering, procurement, contracts, construction, and startup work processes within large-scale project environments
- Exhibit knowledge of FIDIC contracts, commercial management practices, and aviation infrastructure cost management for mega-project developments
- Demonstrate statistical knowledge including sampling distributions, probability, and hypothesis testing related to cost analysis and forecasting
- Show experience in planning, organizing, directing, reviewing, and presenting cost engineering deliverables with minimal supervision
- Possess international project experience with preference for GCC experience and knowledge of engineering and construction management practices
