Job description
Qiddiya Investment Company is seeking a Senior Director - Development (Utilities) to lead the planning, design, and implementation of critical utility infrastructure for its large-scale entertainment and leisure project in Riyadh. This role oversees the full lifecycle of utility projects including business case preparation, master planning, design, construction, governance, compliance, and cost management. The position requires deep expertise in utilities and a strong focus on sustainable and innovative solutions to support Qiddiyaâs vision.
Required skills
Key responsibilities
- Oversee preparation of business cases, planning, design, stakeholder engagement, project controls, operator handover, and project closeout
- Review and update development brief including scope, objectives, timing, and budget
- Conduct site visits, respond to queries, assess and review technical and commercial bids
- Engage with stakeholders, government entities, third-party developers, operators, and internal district teams
- Lead team performance through objective setting, mentoring, coaching, and development
- Promote sustainable utility practices and innovative solutions to enhance operational efficiency
- Implement Target Operating Model and Stage Gate Reviews across districts
- Maintain accountability for governance, compliance, and cost management of utility projects
Experience & skills
- Bachelorâs or Masterâs degree in Engineering or a related field
- 25 yearsâ experience within the utilities sector with at least 5 years in a senior leadership role
- Strong background in planning and executing utility projects with knowledge of regulatory frameworks and industry standards
- Proficiency in budgeting, resource allocation, and commercial management
- Demonstrated ability to lead cross-functional teams and deliver results under pressure
- Strong analytical and problem-solving skills with risk mitigation expertise
- Excellent communication and interpersonal skills for stakeholder engagement
- Experience in sustainability initiatives within utility management
