Job description
The Deputy Harbour Master plays a critical leadership role in the management of Port of NEOM’s daily marine operations and strategic future planning. Responsible for overseeing Vessel Traffic Services (VTS), pilotage, port safety systems, and emergency response planning, the role ensures compliance with international codes, safety standards, and statutory obligations. Acting as delegated Harbour Master when required, the position works closely with terminal operators, pilots, towage providers, and government agencies to deliver innovative, efficient, and sustainable marine operations.

Key responsibilities
- Contribute to the development and achievement of Port of Neom’s strategic goals, including building a high-performance culture
- Ensure Port of Neom complies with applicable codes, legal and statutory requirements
- Act as Harbour Master during delegated periods as required by operations
- Develop, manage and maintain marine emergency response capability, plans and procedures
- Oversee relationships with vessel Masters, pilots, towage providers, and terminal operators
- Develop systems for safe, secure and efficient marine operations including vessel traffic management and scheduling
- Ensure VTS delivers effective, efficient and professional service
- Ensure Pilotage service delivers effective, efficient and professional service
- Lead incident response and investigations while embedding safety management systems
- Provide timely marine operational advice to Director of Marine Services, executives and stakeholders
- Maintain relationships with government agencies in conjunction with Maritime and Government Affairs
- Represent Port of Neom at external forums and meetings on marine operations
Experience & skills
- Minimum 7 years of experience as Assistant or Deputy Harbour Master in port operations
- Proven success in managing complex marine operations, including pilotage, towage, VTS and Port Security
- Expert knowledge of VTS systems and Port Safety Management systems
- Understanding of dredging operations, hydrographic surveying and navigation aids
- STCW II/2 Master Certificate of Competency (Class 1) required
- Formal Harbour Master or Management qualifications, or postgraduate qualification in logistics
- Auditor or investigations certifications are advantageous
- Excellent stakeholder management and interpersonal skills
- Valid Driver’s License (convertible to KSA)
