Job description
The Specialist – TOCC (Transportation Operations Control Center – Operations Monitoring) is responsible for overseeing, monitoring, and supporting the day-to-day seamless operation of bus and fleet transportation services within the AMAALA project under Land Mobility operations. The role functions as the Land Mobility control tower, maintaining real-time situational awareness of fleet movements, punctuality, route adherence, service frequency, capacity utilization, safety, facilities, and community services. The position ensures that all operations are executed efficiently, safely, and in compliance with AMAALA-approved standards, procedures, HSE requirements, community rules, and service level agreements. The role plays a critical part in identifying operational risks, logging incidents and service deviations, coordinating corrective actions, supporting audits, and delivering data-driven insights through reports and dashboards to enable continuous operational improvement.
Required skills
Key responsibilities
- Monitor daily bus and fleet operations including vehicle movements, punctuality, route adherence, service frequency, and capacity utilization
- Conduct routine site inspections and operational checks to ensure compliance with approved operating procedures and safety standards
- Maintain real-time situational awareness across the entire bus and fleet services ecosystem
- Identify operational gaps, risks, inefficiencies, and service deviations and coordinate corrective actions with relevant teams
- Act as a central coordination point between Land Mobility, internal departments, subsidiaries, contractors, and service providers
- Liaise with contractors and vendors to ensure adherence to agreed scopes of work, SLAs, and site rules
- Log incidents, near misses, service disruptions, and exceptions in coordination with dispatchers and operations leads
- Serve as a point of contact for bus and fleet service-related concerns, complaints, or emergencies
- Resolve transportation-related issues promptly to minimize service disruption and maintain customer satisfaction
- Ensure high standards of cleanliness, safety, and professionalism across all buses and fleet services
- Monitor incident escalation and ensure compliance with AMAALA incident reporting and escalation procedures
- Track recurring operational issues and support root cause analysis to reduce future risks
- Collect, analyze, and maintain operational performance data including mobility movements, occupancy trends, and incident statistics
- Prepare daily, weekly, and monthly operational performance reports highlighting trends, risks, and improvement opportunities
- Support management decision-making through accurate operational data, dashboards, and performance insights
- Ensure compliance with AMAALA policies, HSE requirements, operational guidelines, and community rules
- Support audits, inspections, and compliance reviews across bus and fleet operations
- Recommend and support the implementation of operational improvements, new procedures, systems, and SOPs
- Capture lessons learned and contribute to the development of best practices and standard operating procedures
Experience & skills
- Hold a minimum High School diploma or equivalent qualification
- Demonstrate proficiency in scheduling software and Microsoft Office Suite
- Possess the ability to analyze operational data and make data-driven decisions
- Exhibit proficiency in coordinating transportation services and managing SLAs
- Show experience or capability in monitoring fleet operations, resolving transportation issues, and managing incidents
- Demonstrate proficiency in English (oral and written) with Arabic language skills considered an advantage
- Have the ability to support compliance with HSE requirements, operational standards, and regulatory frameworks
- Demonstrate experience or capability in vendor coordination and supplier performance management
- Exhibit the ability to operate effectively in a fast-paced, high-volume transportation environment
