The Country HR Manager, KSA is the dedicated in-country HR leader responsible for establishing and managing Adobe’s HR function in Saudi Arabia. Based in Riyadh at KAFD, this role serves as the sole on-site HR authority, ensuring compliant, effective, and locally tailored HR services aligned with both Saudi regulatory requirements and global HR standards. The position plays a critical role in enabling business growth by building robust HR operations that reflect the unique cultural and regulatory landscape of the Kingdom.\n\nAs the strategic HR bridge between local leadership and global Centers of Excellence (CoEs), the role partners closely with Shared Services, HR Business Partners, Employee Relations, Legal, Talent Development, and Total Rewards. The manager ensures seamless integration of global HR programs into the local context, adapting frameworks, policies, and processes to meet Saudi labor law and government platform requirements while maintaining alignment with Adobe’s global values and standards.\n\nThe role owns end-to-end employee lifecycle management, including hiring, onboarding, performance management, employee engagement, and separation processes. It ensures full compliance with Saudi regulatory systems such as GOSI, Qiwa, Muqeem, and Mudad, oversees visa processing and Iqama renewals, manages Saudization requirements, ensures payroll accuracy, and administers end-of-service benefits in accordance with statutory requirements.\n\nActing as a trusted advisor to managers and country leadership, the Country HR Manager provides strategic and practical guidance on organizational design, workforce planning, talent development, employee engagement, and change initiatives. The role requires strong autonomy, resilience, and the ability to operate independently while leveraging remote regional and global support to deliver impactful HR solutions in a fast-evolving SaaS environment.

Key responsibilities
- Establish and fully manage foundational HR operations and processes in Saudi Arabia in alignment with corporate standards and local legal requirements
- Ensure compliance with Saudi labor laws and government portals including GOSI, Qiwa, Muqeem, and Mudad while managing hiring, onboarding, termination, payroll oversight, Saudization compliance, visa processing, Iqama renewals, and end-of-service benefits
- Act as a trusted advisor to leaders on organizational design, workforce planning, performance management, employee engagement, talent development, and change management
- Partner with Legal and regional Employee & Labor Relations teams to manage complex employee relations cases including disciplinary actions, grievances, and separations
- Collaborate with EMEA Employee Experience leadership and HR Centers of Excellence to localize and implement global HR programs such as engagement surveys, leadership development, and annual rewards cycles
- Provide training and guidance to managers on Saudi employment practices, regulatory requirements, and cultural considerations
- Facilitate strategic planning sessions and offsites to improve organizational efficiency and lead transformation initiatives
- Continuously review and improve HR policies and processes to enhance performance, mitigate disputes, and ensure regulatory compliance
Experience & skills
- Minimum 6 years of HR experience, preferably within a SaaS or technology-driven environment
- Strong expertise in Saudi labor regulations and statutory compliance, including hands-on experience with Qiwa, GOSI, Muqeem, and related government platforms
- Proven experience as an HR Business Partner, HR Manager, or Employee Relations specialist in a fast-paced environment
- Demonstrated ability to operate autonomously as a sole in-country HR leader while coordinating remotely with regional and global teams
- Proven capability in organizational design, workforce planning, talent development, and change management
- Strong prioritization, stakeholder management, and problem-solving skills with a hands-on execution mindset
- Ability to manage sensitive information with strict confidentiality and compliance
- Fluency in Arabic and English; regional Middle East HR experience is desirable
