Job description
The Senior Specialist - Safety role within World Crane Services FZE is responsible for implementing the WCS FZE Global Health, Safety and Environment (GHSE) strategy and standards as defined by DP World Head Office, ensuring alignment with DP Worldâs zero harm philosophy for people and the environment. The role oversees Health and Safety, Environmental and Worker Welfare management across WCS FZE office operations and external project sites, ensuring compliance with applicable HSE laws, regulations, and corporate standards. The position supports strategic HSE direction, manages HSE data collection and reporting for Board, CIR, MSER and annual reports, develops and implements HSE standards, programs, and regional execution plans, and provides leadership and technical HSE advice throughout project lifecycles. The role drives proactive HSE culture initiatives, contractor HSE compliance, incident and emergency management, audits, assurance activities, worker welfare programs, and continuous improvement through leading indicators, near-miss reporting, behavioural safety processes, and risk reduction initiatives while maintaining strong stakeholder relationships and regulatory engagement.

Key responsibilities
- Implement the World Crane Services FZE GHSE strategy and standards in alignment with DP World zero harm philosophy
- Monitor and support Health, Safety, Environmental and Worker Welfare management across office and project site operations
- Collect, collate, analyze and report HSE data for Board, CIR, MSER and annual reporting requirements
- Develop and maintain HSE standards, programs, initiatives and implementation plans for regions and business units
- Provide HSE leadership, direction and technical advice to management during daily operations and project execution phases
- Support project teams in achieving HSE objectives and performance targets
- Monitor and measure safety and environmental performance and report against defined KPIs
- Develop, manage and maintain HSE documentation including HSE plans, risk registers, site risk assessments and training records
- Coordinate with business units and procurement teams on HSE tender documentation and contractor prequalification deliverables
- Ensure contractor resources are competent and compliant to safely deliver World Crane Services FZE projects
- Lead and monitor incident management, emergency response activities, mock evacuations and investigations including serious incidents
- Prepare and implement schedules for HSE monitoring, audits and assurance activities across office and project sites
- Engage contractors to improve HSE performance through leadership visibility, behavioural awareness, near-miss reporting and reward schemes
- Liaise with government, regulatory, industry and labour organizations to ensure compliance and best practice alignment
- Maintain stakeholder relationships and promote collaborative HSE leadership culture
- Perform additional HSE-related duties as assigned by management
Experience & skills
- Hold a formal qualification in Health, Safety and Environment or related discipline at Diploma or Degree level
- Hold a recognized safety accreditation such as NEBOSH General or NEBOSH Construction Certificate or equivalent
- Demonstrate a minimum of five yearsâ experience working within major construction project environments
- Demonstrate proven experience leading incident investigations including serious incidents or fatalities
- Demonstrate experience delivering and facilitating HSE training programs
- Apply experience in development and management of corrective action and improvement programs
- Demonstrate experience liaising with government, regulatory, industry and labour organizations
- Apply project and program management experience within HSE environments
- Demonstrate contract and contractor HSE management experience
- Demonstrate strong report writing, computer literacy and administrative capability
