Job description
The HSE Manager β Road & Infrastructure Projects is responsible for leading health, safety, and environmental management across large-scale civil infrastructure and road construction projects in Riyadh, Saudi Arabia. The role ensures full compliance with applicable HSE policies, local regulatory requirements, and international standards including OSHA guidelines and ISO 45001 to achieve a zero-incident workplace environment. The position is accountable for developing, implementing, and maintaining the project HSE Management System across all project zones, ensuring consistent enforcement of safety standards. The HSE Manager leads teams of safety officers, inspectors, and field personnel, ensuring effective supervision and execution of safety practices on site. The role conducts comprehensive hazard identification, risk assessments, safety audits, and site inspections to proactively mitigate workplace risks. It is responsible for reviewing and approving risk assessments, method statements, and emergency response plans to ensure safe execution of construction activities. The position also leads incident investigations, performs root cause analysis, and implements corrective and preventive actions to prevent recurrence of safety incidents. The HSE Manager delivers safety orientation programs, training sessions, and competency evaluations to ensure workforce awareness and compliance with safety standards. The role monitors and reports key performance indicators (KPIs), safety statistics, and monthly HSE dashboards to senior management. It coordinates closely with government authorities, consultants, contractors, and project stakeholders to ensure regulatory compliance and alignment of safety practices. Additionally, the role promotes a strong safety culture across all levels of the workforce, ensuring continuous improvement in health, safety, and environmental performance across infrastructure development projects.

Key responsibilities
- Develop, implement, and maintain the project Health, Safety, and Environment (HSE) Management System in compliance with local regulations, OSHA standards, and ISO 45001 requirements
- Lead and supervise HSE teams including safety officers and inspectors across multiple project zones to ensure consistent enforcement of safety standards and procedures
- Conduct regular HSE audits, site inspections, hazard identification, risk assessments, and safety evaluations to proactively manage and mitigate project risks
- Review and approve risk assessments, method statements, and emergency response plans to ensure safe execution of construction and infrastructure activities
- Ensure compliance with all applicable local safety regulations, international standards, and environmental guidelines across road and highway construction projects
- Lead incident investigations, perform root cause analysis, and implement corrective and preventive actions (CAPA) to prevent recurrence of safety incidents
- Design and deliver HSE orientation programs, safety training sessions, and competency assessments to improve workforce safety awareness and capability
- Monitor, analyze, and report HSE performance metrics including KPIs, safety statistics, and monthly dashboards to project leadership and stakeholders
- Coordinate with regulatory authorities, consultants, contractors, and stakeholders to ensure full compliance with safety requirements and legal obligations
- Promote and embed a strong safety culture across all project personnel to achieve a zero-incident work environment and continuous improvement in HSE performance
Experience & skills
- Apply 10β15 years of HSE experience in infrastructure or large-scale civil engineering projects with at least 5 years in a managerial HSE leadership role
- Hold a Bachelorβs degree in Engineering, Safety, or Environmental Sciences as a minimum educational qualification
- Possess NEBOSH Diploma or IGC certification, with additional OSHA and ISO 45001 Lead Auditor certifications preferred
- Demonstrate strong leadership ability in managing HSE teams, inspectors, and safety officers across complex infrastructure projects
- Apply advanced knowledge of risk management, hazard identification, and construction safety practices in road and highway projects
- Ensure compliance with international safety standards including OSHA and ISO 45001 across all project operations
- Exhibit strong communication, coordination, and stakeholder management skills when working with contractors, consultants, and regulatory authorities
- Drive development of safety culture and continuous improvement initiatives to achieve zero-incident project environments
