Job description
A leading telecom and digital services provider in the UAE is seeking a Software Asset Management (SAM) Manager to lead the SAM function within the procurement department. The role focuses on managing software licenses, ensuring compliance, optimizing utilization, and collaborating with procurement and IT teams to align purchases with business needs. The SAM Manager will oversee the Managed Services Partner for license management operations, develop and maintain SAM policies and processes, and drive cost efficiency while ensuring vendor compliance. This position also involves KPI management, reporting to senior leadership, process improvement, and training cross-functional teams on SAM practices.

Key responsibilities
- Manage the Software Asset Management function within the procurement department
- Develop and maintain processes and policies for managing software assets
- Track software usage, monitor compliance, and report to senior management
- Work closely with Procurement Manager to align software purchases with licensing policies
- Ensure software purchases are integrated into the SAM system for ongoing management
- Oversee Managed Services Partner for License Management Office operations
- Deploy and maintain SAM tools and License Tagging Solutions
- Monitor and audit software licenses for vendor compliance
- Identify license optimization opportunities to reduce unnecessary renewals
- Define and manage KPIs for SAM function focusing on utilization, cost savings, and compliance
- Generate and present reports highlighting usage trends, optimization opportunities, and risks
- Train relevant teams on SAM processes and tools
- Promote awareness of compliance and optimization strategies
- Continuously evaluate and improve SAM processes
- Identify and implement automation opportunities in SAM tools and processes
- Collaborate with IT to ensure tracking of software across devices and cloud environments
- Ensure licenses are properly deployed and tracked on company devices
Experience & skills
- Bachelor’s degree in Business, IT, or related field (Master’s preferred)
- 5–7 years of experience in software asset management, license management, or procurement
- Strong understanding of software licensing models
- Experience with SAM tools such as Snow Software, Flexera, ServiceNow
- Prior experience with external managed services providers preferred
- Strong knowledge of software procurement processes
- Proven experience in compliance monitoring, license optimization, and cost management
- Strong analytical, communication, and reporting skills
- Ability to manage multiple tasks and priorities effectively
- Highly organized and detail oriented
- Ability to collaborate cross-functionally with procurement, IT, and business units
- Strong leadership skills with ability to mentor and guide a team
