Job description
The Team Leader Operation Support role at OQ8 within Duqm Refinery & Petrochem is responsible for leading effective operational and engineering support across assigned refinery sub-complexes including Heavy Oils units (CDU, VDU, SGP, LTU, KTU, DCU), Hydroprocessing units (HCU, DHT, HPU, PSA), and Sulfur Utilities including WWTP. The position operates within the downstream refinery stream and reports to the Manager Operations Complex, acting as the technical engineering leader for the assigned area. The role focuses on delivering the Operating Plan by providing daily technical operation and maintenance engineering support, leading plant technical assessments, troubleshooting operational and engineering issues, and ensuring production targets are achieved in compliance with engineering standards, safety requirements, and economic efficiency. The role requires leading technical analysis of plant operations to maximize throughput, product quality, efficiency, and effectiveness while ensuring safe operations. The position operates in alignment with OQ8βs Mission, Vision, Values, Strategies, policies, guidelines, international standards, HSE requirements, Oman government regulations, and best international practices, supported by IT technology platforms. The role involves budget awareness across OPEX, CAPEX, and revenue as applicable, manages direct reports (4β8 staff subject to organization design), and works across field operations and office environments with moderate to intensive computer usage. It includes extensive interaction with internal stakeholders such as Operations Managers and employees, and external stakeholders including contractors and external agencies.

Key responsibilities
- Lead technical and engineering analysis and assessment of operations within the assigned refinery area
- Ensure operational resources are adequately qualified and fully compliant with operational and engineering requirements
- Coordinate and lead technical and engineering support for operation and maintenance plans
- Evaluate and review major operational highlights, constraints, and performance issues in the assigned area
- Provide regular technical engineering feedback and recommendations on plant status
- Lead operational and engineering support activities related to safety, process safety management, internal and external audits, KPIs, and risk assessment
- Assess plant performance and recommend actions to maximize operational KPIs, efficiency, and effectiveness
- Provide engineering insights and guidance for operation and maintenance planning
- Coordinate engineering efforts with operations teams to drive continuous improvement in plant performance, safety, and asset integrity
Experience & skills
- Hold a Bachelorβs degree in Engineering
- Possess more than 10 years of experience in the oil refining industry
- Demonstrate a minimum of 5 years of experience in a similar team leader or operational engineering role within an oil refinery or petrochemical environment
- Exhibit strong working knowledge of refinery processes, plant equipment, and refinery standard operating procedures
- Demonstrate solid engineering expertise in downstream refinery operations
- Show strong understanding of risk assessment and risk management practices
- Have technical knowledge of Heavy Oils processing units, Hydroprocessing units, Sulfur recovery systems, Utilities, and wastewater treatment plants
- Demonstrate excellent command of written, spoken, and reading English, with Arabic as a desirable additional language
