Job description
The Policy and Regulations Specialist for Sandbox Dubai is responsible for developing adaptive regulatory frameworks that balance innovation with compliance across priority areas including Artificial Intelligence, Health Tech, Green Tech, and Real Estate Tech. The role requires conducting in-depth research on global best practices in adaptive regulation, analyzing legislative and regulatory gaps, drafting policy recommendations, designing regulatory parameters for sandbox experiments, and ensuring alignment with UAE federal laws and Dubai-specific regulations. The specialist facilitates workshops with regulators and innovators, prepares detailed comparative analyses and evidence-based policymaking reports, maintains comprehensive records of policy changes and sandbox learnings, and engages cross-sector stakeholders. The position directly contributes to shaping Dubai’s regulatory modernization ecosystem, enabling compliant experimentation and fostering innovation-driven economic growth.

Key responsibilities
- Conduct in-depth research on global best practices in adaptive regulation and identify opportunities for regulatory modernization
- Identify gaps in existing legislative and regulatory frameworks across AI, Health Tech, Green Tech, and Real Estate Tech
- Propose evidence-based regulatory modernization solutions and identify laws requiring amendment
- Support the design of sandbox experiments by providing regulatory context and ensuring alignment with Sandbox Dubai objectives
- Provide guidance to innovators regarding regulatory requirements and compliance parameters
- Partner with operations teams and regulators to monitor adherence to UAE federal and Dubai-specific regulations
- Draft policy briefs, reports, recommendations, and internal/external documentation
- Monitor global best practices in emerging tech policies and integrate findings into local policy development
- Facilitate workshops and consultative sessions with regulators, innovators, and stakeholders
- Provide subject-matter expertise to address regulatory barriers and support stakeholder decision-making
- Prepare reports summarizing sandbox experiment learnings to support evidence-based policymaking
- Conduct comparative analyses of international innovation policies to inform Dubai’s regulatory direction
- Maintain updated understanding of Dubai’s legal frameworks and global adaptive regulation trends
- Maintain comprehensive records of policy changes, rationales, and stakeholder inputs
Experience & skills
- Bachelor’s degree in Public Policy, Law, Economics, Political Science, Technology Management or related field; Master’s preferred
- 5–7 years of experience in policy analysis, regulatory affairs, or innovation-driven programs
- Expertise in regulatory frameworks, policy development, and regulatory modernization
- Experience working with government agencies, regulatory bodies, international organizations, or innovation hubs
- Familiarity with UAE federal laws and Dubai-specific regulations strongly preferred
- Experience in AI, HealthTech, GreenTech, PropTech, or emerging tech ecosystems
- Strong analytical skills with ability to synthesize complex information into actionable insights
- Proficiency in drafting legal documents and policy briefs
- Strong organizational skills with ability to manage multiple projects and meet deadlines
- Familiarity with project management and data analysis tools (e.g., MS Project, PowerPoint, Excel)
- Exceptional communication and stakeholder engagement skills
- Fluency in Arabic and English, written and spoken
- Agile, proactive, and able to work independently or collaboratively in fast-paced environments
