Job description
The Project Manager - Western Cluster (Saudization) is responsible for planning, executing, and controlling large-scale infrastructure and city development projects in Jeddah, ensuring delivery within scope, time, and budget. The role involves developing project plans, schedules, and budgets; coordinating resources, internal teams, and third-party vendors; monitoring performance; managing risks, changes, and costs; and providing technical guidance to team members. The position requires ensuring safety and quality standards, implementing zero accident philosophy, maintaining comprehensive project documentation, liaising with government entities and utility providers, and delivering regular progress reports to management. Extensive experience in water and wastewater works, government projects, and professional project management processes is essential.

Key responsibilities
- Manage the development and implementation of project plans, schedules, budgets, and objectives
- Monitor and control project progress and performance
- Coordinate internal resources and third parties/vendors for flawless project execution, ensuring on-time, within-scope, and within-budget delivery
- Develop project scopes and objectives involving all relevant stakeholders and ensuring technical feasibility
- Analyze project risks and develop strategies to mitigate them; ensure resource availability and allocation
- Use appropriate verification techniques to manage changes in project scope, schedule, and costs
- Measure project performance using appropriate systems, tools, and techniques
- Report and escalate project issues to management as needed
- Coordinate with stakeholders and team members to ensure project objectives are met
- Monitor project costs and ensure cost efficiency
- Provide regular reports on project progress and performance
- Ensure compliance with project safety and quality standards
- Identify and resolve project issues; create and maintain comprehensive project documentation
- Provide technical guidance and support to team members
- Adhere to relevant Quality, Environmental, Safety, and Occupational Health Policies and ensure continued compliance
- Perform other duties as assigned by the line manager/supervisor
Experience & skills
- Bachelor's degree in Engineering from an accredited university
- Minimum 15 years experience in large-scale infrastructure or city development projects
- Experience in major government and/or semi-government program and project implementations
- Extensive experience in the project management of water and wastewater works
- Knowledge of professional project management processes and procedures
- Experience in implementing a zero accident philosophy
- Proven record of engagement with government entities and utility providers
- Excellent organizational and communication skills
- Knowledge of project management software and tools
- Ability to work independently and manage multiple projects
- Proven track record of successful project management
- Ability to work under pressure and meet tight deadlines
- Excellent verbal and written communication skills
